ICT Infrastructure & Governance Specialist

We are seeking an experienced and strategic ICT Infrastructure & Governance Specialist to assess, modernise, and strengthen enterprise‑scale ICT infrastructure and governance frameworks supporting large‑scale digital platforms and national‑level digital ecosystems. The role requires deep expertise in cloud and hybrid infrastructure architecture, high‑availability systems, disaster recovery, network and storage management, and ICT governance. The ideal candidate will bring strong technical leadership in designing resilient, scalable, and secure infrastructure environments capable of supporting API‑driven, multi‑tenant platforms operating at population scale.

Experience in infrastructure readiness for AI workloads and institutional capacity strengthening is highly desirable.

• Assess current ICT infrastructure environments, including hosting platforms, cloud and on‑premise environments, network architecture, storage systems, backup and disaster recovery (DR) readiness.
• Evaluate infrastructure scalability, resilience, performance, and security posture.
• Identify infrastructure gaps, operational risks, bottlenecks and modernisation opportunities.
• Develop recommendations for infrastructure upgrades, optimisation and consolidation.

• Design and recommend cloud, hybrid or on‑premise infrastructure strategies aligned with organisational objectives.
• Architect highly available, fault‑tolerant and scalable environments for mission‑critical systems.
• Support infrastructure planning for API‑driven and multi‑tenant digital platforms.
• Ensure infrastructure readiness for large‑scale user adoption and high transaction volumes.
• Advise on storage, compute, virtualization, networking and containerisation strategies.

• Assess infrastructure preparedness for AI and advanced analytics workloads.
• Recommend compute, GPU, storage, networking and deployment environments required for AI model training and inference.
• Advise on scalable environments for AI operations, data processing and model deployment.

• Evaluate ICT governance frameworks, policies, operational processes and institutional capabilities.
• Review governance mechanisms related to infrastructure management, procurement, cybersecurity, vendor management and service delivery.
• Recommend improvements to ICT governance structures, standards and operational procedures.
• Propose capacity‑building initiatives and technical skill development programmes for internal teams.

• Assess disaster recovery, business continuity and operational resilience capabilities.
• Recommend improvements to infrastructure security, monitoring, compliance and operational governance.
• Support development of infrastructure standards, policies and best practices.

• Collaborate with technical teams, government stakeholders, vendors and leadership teams.
• Prepare technical assessments, architecture recommendations, governance reports and implementation roadmaps.
• Provide strategic advisory support for digital transformation and infrastructure modernisation initiatives.

• Bachelor’s degree in Information Technology, Computer Science, Engineering or a related field.
• Master’s degree is preferred.
• Advanced certifications in cloud, networking, cybersecurity or enterprise infrastructure are highly desirable such as AWS Solutions Architect, Microsoft Azure Architect, Google Cloud Professional Architect, CCNP/CCIE, CISSP, TOGAF, ITIL.

• Minimum 12 years of experience in ICT infrastructure architecture, operations and governance.
• Proven experience managing infrastructure for large‑scale digital platforms, national digital systems, high‑volume transactional environments and mission‑critical enterprise systems.
• Strong expertise in cloud and hybrid infrastructure, high‑availability architectures, disaster recovery and business continuity, enterprise networking and storage, and infrastructure scalability and performance optimisation.
