Mission and objectives
The UN Transitional Assistance Mission in Somalia (UNTMIS) was established on 1 Novem-ber 2024, in line with the UN Security Council’s resolution 2753. It followed on from the UN Assistance Mission in Somalia (UNSOM) which had been established in 2013. This change reflected progress in the country and was in line with the request of the Federal Government of Somalia for a two-year transition of UNSOM’s functions to the UN Country Team (UNCT) by October 2026.
The Integrated Analysis Team sits within UNTMIS to provide analytical products to support understanding, planning and decision making. This involves regular interaction with substantive sections in UNTMIS, UN agencies in Somalia and other international and international partners.
Context
Special Notice:
This position is funded under the approved budget for the United Nations Transition Mission in Somalia (UNTMIS). Applicants are advised that UNTMIS is undergoing a phased drawdown, with operations scheduled to conclude by October 2026. As a result, this position is limited in duration and will not be extended beyond the mission’s closure. Selected candidates should be aware that any appointment or extension of contract will be subject to the availability of funds and the evolving operational requirements of the mission.
Under the direct supervision of Chief Electoral Advisor who leads IESG, the UN Volunteer will undertake the following tasks:
• Ensure that all reports are received regularly and within set deadlines;
• Compile regular reports for IESG on all electoral developments and issues in the field, including ongoing and potential challenges;
• Compile daily, weekly and ad hoc reports, newsletters, preparing monitoring tables, minutes, fact sheets, and prepare reports of meetings and any other duties that are assigned.

Skills and experience
• Excellent drafting skills in English required;
• Good knowledge of UN field Mission (SPM/DPKO) is desirable;
• Knowledge of UNDP and other UN entities desirable;
• Experience in implementing, supporting or advising on electoral processes in multiple countries is desirable;
• Electoral experience in developing or transition economies is desirable.
• Experience in post-conflict situations is desirable.

General:
Mogadishu is the HQ of the UNTMIS operation inside the Somalia mission area and is a non-family duty station. The UN Volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO.
While in Somalia, the volunteer will be housed in UN-provided accommodation. In Mogadishu, this is at the UN Compound at the Mogadishu International Airport (MIA).
Accommodation:
Due to the security situation in the UNSOS mission area and coupled with the fact that there is no living accommodation on the private market that meets minimum UN security and safety standards for UN personnel, expatriate personnel deployed to Mogadishu are provided secured accommodation in a camp-style environment. Some of the accommodation (hard wall and prefabs) are paid for by the UN personnel on a monthly basis.
