The 911 & Public Safety Consultant partners with public safety agencies and 911 authorities to lead innovation and modernization initiatives across emergency communications and NG911 environments. This role provides strategic and technical guidance to assess current capabilities, identify emerging technologies, and develop actionable roadmaps that align technology, operations, policy, and funding priorities.
The consultant brings expertise in 911, NG911, and public safety infrastructure to support strategic planning, assessment, design and procurement of pilot programs, and implementation planning. By translating industry trends, standards, and innovative solutions into practical strategies, this role helps clients navigate complex transformations while improving interoperability, resiliency, and service delivery. DUTIES& RESPONSIBILITIES
- Lead strategic innovation initiatives focused on 911/public safety, infrastructure modernization, including development of NG911 roadmaps that address client-specific technology, operational, and policy transformation goals
- Identify and analyze emerging technologies (AI/ML, cloud-native architectures, multimedia capabilities, advanced geospatial systems) applicable to ESInet and PSAP operations
- Conduct market research and competitive analysis to assess industry trends in public safety technology, regulatory landscape changes, and innovative solutions that differentiate client offerings
- Provide subject matter expertise to help advance high-impact discovery and ideation workshops with Statewide or regional 911 leadership, PSAP leadership, 911 stakeholders, and cross-functional teams to scope innovation potential and map business transformation opportunities
- Develop and validate business cases for innovative 911 / public safety solutions, including cost-benefit analyses and ROI modeling that address client budget constraints and operational priorities
- Design and lead pilot projects and proof-of-concept initiatives to test innovative approaches (e.g., text-to-911 enhancements, multimedia integration, advanced location services, AI-driven call routing and triage)
- Create detailed innovation implementation plans that translate concepts into actionable strategies aligned with NENA i3 standards, industry best practices, and client operational requirements
- Ability to travel up to 50%
- Partner with clients to assess organizational readiness for innovation and develop change management strategies that address cultural, technical, and operational barriers
- Provide thought leadership on industry-forward topics including cybersecurity innovation in NG911, cloud-based PSAP architecture, geospatial intelligence integration, and interoperability frameworks
- Stay current on emerging standards, protocols (SIP/IMS, SHAKEN/STIR), and technologies relevant to public safety, maintaining deep knowledge of NG911 evolution and federal/state initiatives
- Act as a trusted advisor on technology evaluation and vendor selection, helping clients navigate complex procurements and avoid common implementation pitfalls
- Build and maintain strong relationships with PSAPs, public safety stakeholders, technology vendors, and ecosystem partners to inform innovative strategy
- Lead end-to-end innovation projects from discovery through implementation oversight, ensuring deliverables align with client objectives and timelines
- Manage multiple concurrent innovation engagements, balancing strategic planning with operational execution
- Develop clear, compelling presentations and reports that articulate innovative findings, recommendations, and expected outcomes to executive and technical stakeholders
- Identify potential risks and constraints associated with innovative solutions and develop mitigation strategies
- Document and share lessons learned and best practices across projects to continuously enhance firm methodology
- 7+ years of consulting, technology strategy, or innovation management experience, with exposure to public safety, emergency services, or telecommunications sectors
- Deep knowledge of NG911 technologies, PSAP operations, or related emergency communications infrastructure
- Proven ability to conduct research, analyze market trends, and translate insights into actionable strategy
- Facilitation and stakeholder engagement skills with ability to drive consensus across diverse technical and non-technical audiences
- Excellent communication and presentation abilities; ability to distill complex technical concepts for varied audiences
- Project management experience with ability to manage multiple work streams and deliver on tight deadlines
- Demonstrated problem-solving capability using design thinking, lean methodologies, or similar innovation frameworks
