Location: Columbus Air Force Base

AID is looking for an Emergency Manager Supervisor to work at Keesler AFB, MS.

The EM Section Chief is responsible for managing the EM staff while ensuring 100% accountability, maintenance, and serviceability of EM assets and resources required to perform the EM mission on KAFB. The EM mission consists of, but is not limited to, the following functions:
Prepare for, respond to, mitigate and support recovery from any and all emergencies, incidents, or disasters affecting KAFB; man-made or naturally occurring. Respond appropriately to all major accidents, natural disasters, any use of Weapons of Mass Destruction (WMD), and associated tasks and functions.

Responsibilities
  • Provide on-scene command and control (C2) support as well as Emergency Operations Center (EOC) maintenance and management when tasked or appropriate.
  • Perform specialized detection, sampling and collection, and mitigation actions of unknown substances as well as contamination control procedures.
  • Provide Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) C2 support, reconnaissance, and specialized team management to support Air Force (AF), joint service, and state/local contingency plans during accidental release, contingency operations or terrorist use of CBRNE material.
  • Support homeland defense, emergency preparedness and provide support to civilian authority when requested through the installation commander. In addition to the contingency operations capability, provide C2 support to the installation in the event of natural or man-made disasters.
  • Maintain AF technical order and publications library for Civil Engineering (CE) activities.
  • Populate, maintain, update, generate, and manage data and reports from current and government designated database system.
  • Respond to all suspense’s, taskings, data calls, and reports to Government representatives as required.
  • Generate, distribute, file, and maintain records of all required inspections, testing, training, certifications, operating instructions, local reports, appointments, and policy letters.
  • Develop and implement a self-inspection program to address the areas outlined in the current Air Force Inspector General (IG) Inspection Guidance.
  • Maintain fully trained and qualified professionals, certifications, and licensing to perform all Readiness and EM functions.
  • Facilitate the Installation Emergency Management Working Group (EMWG).
  • Develop, coordinate, update, execute, and review EM planning documents and publications and those documents required to establish and maintain an effective installation EM program. This includes, but is not limited to, 702 Plan, IEMP 10-2 Plan.
  • Develop and provide a unit-specific checklist template for use by Unit EM Reps as required by AF guidance and regulations.
  • Deliver EM education and training (CBRN Defense Training, DRF Training).
  • Forecast EM budget.
  • Manage flight operational needs to include response equipment.
  • Develop exercise input aligning with Homeland Security Exercise and Evaluation Program (HSEEP) and MAJCOM readiness assessments.
  • Conduct unit Staff Assistant Visit (SAV) and assessments, identify deficiencies, perform trend analysis, develop recommendations, prepare reports, brief the wing staff, and perform follow-up actions for all base host and tenant organizations and agencies.
  • Brief incoming personnel on EM risks and safety actions.
  • Provide information to base personnel and dependents on natural disaster and major accident preparedness.
Qualifications
  • Must have received the United States Air Force 3E9X1, Emergency Management specialty code, and have been formally awarded the 3E971, craftsman skill level.
  • Must have experience performing in an EM management or supervisor capacity, leading a team of Emergency Managers in the last four (4) years.
  • Currently qualified as International Fire Service Accreditation Congress and National Fire Protection Act hazardous materials technicians.
  • Currently have completed NETOP I and II training.
  • High school diploma or GED equivalent.
  • Valid driver's license.
