Job Description
Position Title: Director of Federal Programs
Position Type: Certified / Licensed
FLSA Status: Exempt
Reports To: Superintendent
Starting Date: Jul 1, 2026
Job Qualifications- Master's degree with 5 years of documented administrative or teaching experience
- Valid state administrative certification
- Experience analyzing and utilizing student achievement data for instructional purposes
- Experience or demonstrated aptitude for planning and budgeting project proposals
- Other qualifications as deemed acceptable by the Superintendent and Board
- Develop and implement goals, objectives, programs, and operations consistent with the district vision, mission, and strategic plan.
- Plan, implement, and evaluate all federal grant projects.
- Assist in developing the budget for curriculum, instruction, and evaluation programs.
- Collaborate with the Director of Professional Development to provide workshops for staff.
- Coordinate with textbook coordinators to maintain accurate inventory.
- Ensure policies and procedures are accurate and accessible in handbooks.
- Perform site visits for program evaluation and needs assessment.
- Evaluate proposed projects for relevance, need, and eligibility for federal funding.
- Assess program and personnel effectiveness and recommend improvements.
- Monitor and evaluate progress toward system goals.
- Conduct surveys to support federal and special projects.
- Act as liaison between the Superintendent and the State Department of Education on federal funding matters.
- Write and file proposals and applications; evaluate federally funded projects.
- Prepare budget instruments for securing and expending funds per approved projects.
- Secure approval from Superintendent and Board before submitting proposals.
- Maintain records and reports on all federal projects; disseminate information as required.
- Attend meetings assigned by the Superintendent, principal, and state officials regarding federal programs.
- Stay abreast of changes in federal funding laws and requirements.
- Maintain inventory of equipment and materials purchased with federal funds.
- Involve parents in planning and implementation of projects.
- Lead local and district parent involvement initiatives.
- Present accurate expenditures for timely payment.
- Recruit, interview, hire, and place Title I personnel.
- Compile and complete the Civil Rights report.
- Implement a Title IX plan of action and address grievances.
- Adhere to state, district, and local policies, including attendance, punctuality, and confidentiality.
- Demonstrate personal integrity, collaborative leadership, and high ethical standards.
- Attend professional growth activities to improve job knowledge.
- Adhere to all NBCSD policies and the Mississippi Educator Code of Ethics.
- Perform other responsibilities as designated by the Superintendent.
Salary and work year established by the NBCSD School Board.
EvaluationPerformance will be evaluated according to the Board's policy on Evaluation of Certified Personnel.
