Job Description

The commune of Roissard, a community of 332 inhabitants located in the Trièves, is recruiting a town hall secretary.

Responsibilities include:

  • Collaborating with the Mayor
    - Assistance and advice in various areas (civil status, town planning, human resources, finance, public procurement, etc.),
  • Preparing and following up on the budget and administrative account,
  • Monitoring public procurement and subsidies,
  • Managing municipal equipment and the cemetery,
  • Preparing municipal councils (summons, dossiers, etc.) and drafting minutes and acts.
  • Service to residents
    - Welcoming and informing users,
  • Preparing and drafting administrative and civil acts,
  • Updating, revising electoral lists and preparing for elections,
  • Population census, and
  • Processing and following up on urban planning requests.
  • Administrative and accounting management
    - Preparing payrolls for communal agents,
  • Managing and following up on personnel files (career management, medical visits, training, etc.),
  • Managing the accounting: commitments of expenses and titles of receipts.
  • Additional activities
    - Presence at civil status ceremonies, evening meetings (municipal councils, commissions), electoral scrutinies…
  • Management of relations with associations and follow-up of partnerships…
  • Assistant for prevention
Required Profile

Required qualities include:

  • Mandatory knowledge of the territorial environment and the functioning of municipalities,
  • Sense of welcome and relationship with users,
  • Sense of organization and autonomy,
  • Regulatory and legal framework of administrative and civil acts,
  • Knowledge of public accounting budgetary and accounting rules,
  • Knowledge of regulatory procedures for public procurement and contracts,
  • Notion of the regulatory framework in town planning,
  • Animation and development of networks,
  • Mastery of office tools (Word, Excel…) and specific software (Berger-Levrault).,
  • Knowledge of the status of the Territorial Public Service,
  • Legal knowledge in civil law and management of cemeteries,
  • Duty of reserve and sense of public service
