The position serves as DHS’s enterprise authority for contract oversight, providing governance, evaluation, and compliance assurance across all procurement activities. It ensures that the DHS Office of Procurement, Program Offices, and Local Departments of Social Services adhere to applicable procurement laws, regulations, policies, and contract monitoring requirements, including Maryland procurement requirements. By setting agency-wide standards, the role drives consistency, accountability, and risk mitigation for a procurement portfolio exceeding $1 billion annually.
It strengthens vendor‑management practices through policy guidance, training, audits, and the development of standardized monitoring tools, while also reviewing and approving high‑risk deliverables to ensure uniform, compliant, and effective contract performance oversight.
- Ensures enterprise-wide contract monitoring compliance by directing, coordinating, and evaluating the agency’s contract monitoring governance and internal control framework in alignment with applicable procurement and compliance requirements;
Develops and disseminates analytical and narrative reports to support executive decision making. - Serves as liaison between Office of Procurement, DHS leadership, Program Offices, LDSS, and Office of State Procurement (OSP) to ensure contract monitoring standards, compliance metrics, and performance expectations are implemented and sustained;
Provides compliance scorecards and escalation reports;
Develops and implements corrective action strategies and risk mitigation plans;
Identifies compliance deficiencies and recommends enforcement actions including contract modifications, financial remedies, or escalation. - Oversees development and training of agency staff and determines agency wide organizational compliance to contract monitors and program staff on compliance tools, reporting requirements, and best practices;
Leads development and analysis of procurement and compliance reports including statewide reporting requirements and internal dashboards;
Provides subject matter expertise on COMAR Title 21, eMMA, and procurement systems; supports audits, legal inquiries, and PIA requests.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
