The Data and Budget Manager is responsible for overseeing data management, financial reporting, budget administration, and compliance for the Adult Education Program. This position ensures the accuracy and integrity of student, program, and fiscal data while supporting grant requirements, performance reporting, and strategic decision-making. The Data and Budget Manager works closely with local program staff, state program staff, and college personnel.
Essential Duties and Responsibilities
The following duties are representative of the position and are not intended to be exhaustive.
Data Management- Maintain and oversee the Adult Education student information and data management system - LACES.
- Ensure accurate collection, entry, validation, and reporting of student enrollment, attendance, assessment, and outcome data.
- Monitor data quality to ensure compliance with state and federal reporting requirements.
- Generate monthly, quarterly, and annual performance reports for leadership and funding agencies.
- Analyze program performance data and provide recommendations for continuous improvement.
- Develop dashboards and reports to support program planning and decision-making.
- Train staff on data entry procedures, reporting requirements, and system updates.
- Develop, monitor, and manage the Adult Education program budget.
- Track expenditures and ensure spending aligns with approved budgets and grant requirements.
- Prepare budget projections, financial reports, and budget amendments.
- Reconcile program expenditures with finance department records.
- Monitor contracts, purchase orders, and procurement activities.
- Assist with grant applications and budget development for federal, state, and local funding opportunities.
- Ensure compliance with applicable financial policies, grant regulations, and audit requirements.
- Work closely with instructional staff, program coordinators, and finance personnel to support program operations.
- Provide technical assistance regarding data systems and fiscal procedures.
- Participate in program planning, strategic initiatives, and continuous improvement efforts.
- Attend professional development activities related to adult education, grants management, and data systems.
- Perform other duties as assigned.
- Associate's degree (or higher) from an institution of higher education
- ACT Work Keys assessment scores to measure this standard:
- Workplace Documents - passing score - 4 or higher
- Applied Math - passing score - 4 or higher
- Graphic Literacy - passing score - 4 or higher
- Three (3) years of experience in budget management, financial reporting, data management, or grant administration.
- Experience working with federal or state grant-funded programs preferred.
- Experience in adult education or workforce development programs is highly desirable.
- Knowledge of budgeting principles and financial management practices.
- Knowledge of federal and state grant regulations, including WIOA, preferred.
- Proficiency in Microsoft Excel, Word, and financial or student information systems.
- Experience with data analysis, reporting tools, and database management.
- Strong analytical and problem-solving skills.
- Excellent organizational skills with attention to detail and accuracy.
- Ability to manage multiple projects and meet deadlines.
- Strong written and verbal communication skills.
- Ability to maintain confidentiality of financial and student records.
- Ability to work independently and collaboratively in a team environment.
- Experience with adult education reporting systems such as LACES or state-specific management information systems).
- Experience managing federal education grants.
- Advanced proficiency in Microsoft Excel, Google Sheets, or similar reporting software.
- Office environment with frequent computer use.
- Occasional travel to training sessions, meetings, or program sites.
- Ability to sit for extended periods and occasionally lift up to 25 pounds.
- Accuracy and timeliness of required state and federal reports.
- Effective budget management and fiscal compliance.
- Successful completion of audits and monitoring reviews.
- Data integrity and quality assurance.
- Support of program performance goals and continuous improvement initiatives.
This position plays a critical role in ensuring the Adult Education Program operates efficiently, remains fiscally responsible, and meets all state and federal accountability requirements while providing data-driven support for program success.
