Program Manager
Compensation: $120,000–$140,000 Base Salary

Our client is seeking an experienced Program Manager to lead the planning, execution, and delivery of large-scale Department of Defense (DoD) programs. This individual will manage complex defense contracts, ensuring programs are delivered on time, within budget, and in alignment with customer requirements and organizational objectives.
The ideal candidate has extensive experience managing $100M+ defense programs
, strong customer-facing skills, and the ability to work cross-functionally with Manufacturing, Supply Chain, Engineering, Operations, and executive leadership. Candidates with industry-side defense program management experience are strongly preferred, and Navy program experience is considered a significant advantage.
- Develop and execute comprehensive program plans, including project scope, schedules, milestones, deliverables, and resource allocation.
- Define project objectives and ensure successful execution throughout the program lifecycle.
- Support proposal development, contract planning, and program execution activities.
- Ensure programs are completed on schedule while meeting cost, quality, and customer expectations.
- Serve as the primary point of contact for government customers, senior military leaders, and industry partners.
- Build and maintain strong customer relationships while managing expectations and resolving program issues.
- Manage defense contracts and ensure all contractual deliverables are successfully executed.
- Support long-term customer growth and strategic partnerships.
- Lead cross-functional teams consisting of Engineering, Manufacturing, Supply Chain, Operations, Quality, and Finance.
- Coordinate resources across multiple departments to ensure successful program execution.
- Facilitate program management reviews, executive presentations, and progress reporting.
- Foster collaboration while driving accountability across project teams.
- Develop and manage program budgets.
- Monitor labor, material, overhead, and program expenditures.
- Ensure programs remain within approved financial targets.
- Identify cost-saving opportunities while maintaining program performance.
- Identify technical, financial, schedule, and operational risks.
- Develop mitigation strategies and contingency plans.
- Continuously monitor program risks throughout execution.
- Ensure compliance with contractual requirements, regulatory standards, ITAR, and internal policies.
- Support CMMC compliance initiatives.
- Oversee quality management processes and ensure deliverables meet customer expectations.
- Address quality concerns quickly while minimizing program impact.
- Manage changes to program scope, schedules, budgets, and resources.
- Document, communicate, and obtain approvals for program changes.
- Minimize disruption while maintaining project objectives.
- Contribute to executive-level strategic planning and long-term business growth initiatives.
- Support manufacturing ramp-ups and large-scale production expansion.
- Partner with Manufacturing, Facilities, Supply Chain, and Operations to improve execution.
- Develop long-term supplier relationships and support supply chain optimization initiatives.
- Drive operational excellence through Lean Manufacturing and Six Sigma methodologies.
- Identify opportunities to improve processes, efficiency, and overall program execution.
- Promote continuous improvement throughout the program lifecycle.
- Bachelor's degree or equivalent combination of education and relevant technical experience.
- PMP, PgMP, or equivalent project management certification.
- 10+ years of Program Management experience within a Department of Defense (DoD) environment.
- Experience managing large-scale defense programs valued at $100M or greater
. - Strong customer-facing experience with government agencies and senior military leadership.
- Experience managing complex defense contracts.
- Excellent organizational, communication, leadership, and problem-solving skills.
- Proficiency with Microsoft Office Suite, including Microsoft Project.
- Must qualify as a U.S. Person as defined under applicable export control regulations.
- Industry-side defense Program Management experience.
- Navy program management experience.
- Experience supporting manufacturing organizations.
- ERP system experience.
- Lean Six Sigma Green Belt or Black Belt certification.
- Experience integrating Manufacturing, Supply Chain, Facilities, and Operations into program execution.
