Network Specialist I - OSP Construction

In this role, you will be responsible for coordinating, planning, and supervising outside plant field construction and splicing operations in multiple locations. You may supervise consulting resources in the engineering and/or construction phase of the projects. You will work independently with representatives from network operations, associate managers, consultants, design engineers and construction contractors to ensure the needs of the company are being met.

You will implement fiber networks while conforming to existing TDS Outside Plant (OSP) guidelines and TDS OSP standards. You will stay current with National Electrical Safety Code (NESC) and ensure construction compliance. Depending on the area, you may assist in the engineering of the OSP projects, creating labor, material, and overhead project estimates.

As a Network Specialist I - OSP Construction you will oversee multiple construction projects, monitor costs and progress, and ensure projects are completed on time and within budget. You will communicate with governmental agencies to protect the TDS OSP network from potential road improvements and may negotiate with municipalities or utility companies for the purchase, lease or sale of ducts and fiber networks.

The ideal candidate will reside within 30 miles of Missoula, Montana to provide in‑market support and travel.

This position can be hired at either a Network Specialist - OSP Construction ) or Network Specialist I - OSP Construction ) level, depending on the skills and qualifications of the candidate. Refer to each job posting for the minimum qualifications and apply for the level that matches your experience.

Responsibilities
  • Coordinate OSP projects and supervise consultants responsible for field construction and splicing in multiple locations and states.
  • Provide technical support for special request projects such as major road moves or potential on‑net builds.
  • Work with Finance and Legal to ensure proper accounting, asset protection and compliance with NESC and TDS OSP standards.
  • Assist in the engineering phase of projects, creating labor, material and overhead cost estimates.
  • Audit OSP projects and coach consultants and contractors to assure accuracy and consistency.
  • Review field reports and contractor invoicing for accuracy.
  • Manage construction projects by reviewing quality of work, clean‑up resolution and proper documentation.
  • Conduct pre‑staking, pre‑bid and pre‑construction meetings as required.
  • Verify right‑of‑way, easements, permits and designs for proper cable sizing and routing.
  • Ensure all documentation required for project close is complete.
  • Adapt quickly to new GIS‑based construction tracking methods, new construction methods and changing architecture types.
Required Qualifications
  • Associate Degree (or higher) – or 2+ years of professional work experience.
  • 3+ years of experience in Voice, Data, or Video networking.
  • Valid driver’s license, reliable transportation and insurance.
Other Qualifications
  • Fiber optic implementation experience.
  • Excellent leadership, customer relations and communications skills.
  • Self‑directed and ability to work independently.
  • ESRI ArcGIS, AGOL, spatial analysis or other GIS experience.
  • Proficient working in a digital environment.
  • Understanding of Telecommunications industry and principles.
  • Ability to manage multiple priorities simultaneously.
  • Project Management experience.
  • Excellent written and oral communications skills.
  • PC database, spreadsheet, and word processing skills.
  • Working knowledge of NESC construction practices and engineering standards.
  • Ability to work in a cooperative and courteous manner with diverse work groups.
  • Understanding of Fiber to the Home (FTTH) design and construction techniques.
  • Ability to read and understand FTTH construction prints.
