JOB DESCRIPTION:

Allied Technologies and Consulting (ATC) is currently looking for a Senior Records and Forms Manager to support the Naval Health Research Center (NHRC) Command Suite and Directorate for Administration (DFA) in San Diego, California. NHRC optimizes military operational readiness through research supporting warfighters, veterans, and family health. This position supports comprehensive, non‑personal administrative services that keep executive operations, correspondence, records, personnel actions, training, travel, and command administration moving accurately and on time.

The role is based at NHRC, 140 Sylvester Road, San Diego, CA 92106, and is expected to be on‑site at the Government facility. Telework is not guaranteed and may occur only when authorized by the Government and ATC management.

DUTIES AND RESPONSIBILITIES:
  • Lead support for NHRC Records and Forms Management and Directives and Correspondence Management programs under Government direction.
  • Assist with implementing plans, actions, systems, procedures, guidelines, training requirements, and processes for efficient and economical administrative management of records, forms, directives, and correspondence.
  • Recommend and assist with implementing policies and controls to support compliance with Federal, DoD/DOW, Department of the Navy, Bureau of Medicine and Surgery, and National Archives and Records Administration requirements.
  • Support records creation, capture, organization, storage, maintenance, retention, disposition, transfer, destruction, and preservation processes for physical and electronic records.
  • Draft plans, policies, and procedures for the local Records Management Program and Forms Management Program for Government review and approval.
  • Work with Command staff across Directorates and Departments to implement records and forms management plans and ensure records‑keeping requirements are clearly stated in local publications.
  • Manage annual review and tracking of NHRC directives and forms, generate indices, update required entries, coordinate reviews, and provide weekly status updates on instruction updates.
  • Assist with training personnel responsible for creating, accumulating, using, or maintaining records and forms.
  • Manage storage and maintenance of records with appropriate environmental controls, security measures, filing systems, and retrieval practices.
  • Coordinate shredding/disposition activities, ensure PII is secured or disposed of properly, and classify records according to established schedules and disposition methods.
EDUCATION, SKILLS AND EXPERIENCE

REQUIRED:

  • Minimum of 3 years of records management, forms management, and directives/correspondence management experience.
  • Experience with Federal, DoD, Department of the Navy, BUMED, NARA, or similar records retention and disposition requirements is strongly preferred.
  • Experience managing large volumes of electronic and physical records, records inventories, annual reviews, directives, forms, SharePoint or similar repositories, and document control processes.
  • Proficiency with Microsoft Office Suite, Adobe PDF tools, electronic records systems, trackers, and file management practices.
  • Strong attention to detail, compliance orientation, confidentiality, organization, and ability to train or advise staff on records and forms practices.
  • Must be a U.S. Citizen and able to obtain and maintain required Government facility, CAC, and IT/network access.
  • Must be able to favorably complete the required background investigation/security process, anticipated to include NACLC/T3 or equivalent when required for non‑critical sensitive/IT‑II duties.
  • Must complete required initial and annual Government/DoD training, which may include Cyber Awareness, OPSEC, HIPAA, Ethics, Antiterrorism Awareness, Active Shooter, Preventing Sexual Harassment, and safeguarding covered defense information.
  • Must be able to pass background and drug testing.
  • Must be dependable, professional, organized, and comfortable working in a fast‑paced military/medical research environment with frequently changing priorities.
THIS IS A FEDERAL CONTRACT

Employment is contingent upon contract award, Government approval/acceptance, successful completion of applicable onboarding requirements, and ATC hiring requirements.
