JOB DESCRIPTION: Allied Technologies and Consulting (ATC) is currently looking for Acquisition Specialists to support the Naval Health Research Center (NHRC) Science Acquisition Support Department in San Diego, California. NHRC develops and delivers operational biomedical research solutions that enhance the health, safety, readiness, and performance of military forces. These positions provide administrative acquisition and post-award contract support involving contract modifications, invoice and deliverable review, COR documentation, travel and other direct costs, contract closeout, and file maintenance.
The positions are based at NHRC, 140 Sylvester Road, San Diego, CA 92106. Work is performed during the Command’s normal business hours under its alternative work schedule. Telework may be permitted for appropriate duties but requires advance Government approval and is not guaranteed.
- Review contract modifications and identify errors or missing information for Government review.
- Record and file modifications in the appropriate contract files using NHRC organization and naming conventions.
- Prepare contracts for closeout by confirming that deliverables have been received, invoices have been approved and paid, and required closeout documentation is complete.
- Conduct preliminary invoice reviews to verify contract deliverables, proposed billing, available funding, and supporting documentation.
- Work with vendors to clarify information and correct invoice or documentation issues.
- Draft COR monthly reports, quarterly surveillance reports, Contractor Performance Assessment Reporting System documentation, and related supporting materials for Government review and signature.
- Return approved invoice and deliverable documentation to vendors and provide instructions for submission through the Government payment portal.
- Review other direct cost and travel requests to confirm that proposed costs are within applicable limits, supported by required documentation, and consistent with available contract funding.
- Coordinate with requestors to resolve missing, inaccurate, or inconsistent information.
- Maintain invoices, deliverables, COR correspondence, travel requests, other direct cost documentation, and related records in the appropriate contract files.
- Review COR files quarterly and as requested to verify compliance with NHRC filing, organization, and naming requirements.
- Maintain trackers for modifications, invoices, contract closeouts, travel requests, deliverables, and other assigned actions.
- Support monthly status reporting by providing accurate task, milestone, workload, and cumulative performance information.
- Protect sensitive Government, vendor, procurement, and controlled unclassified information.
- Complete required initial and annual Government, security, safety, and job-specific training.
- Perform related acquisition and contract-administration support duties assigned through the contractor’s supervisory structure.
REQUIRED:
- A minimum of two years of administrative experience supporting the military or medical research and development
. - Strong attention to detail and the ability to review administrative and financial documentation for completeness and accuracy.
- Ability to organize and prioritize multiple assignments while meeting established deadlines.
- Strong written and verbal communication skills.
- Ability to communicate professionally with Government personnel, vendors, requestors, and contractor team members.
- Proficiency with Microsoft Word, Excel, Outlook, Teams, SharePoint, and PDF documents.
- Ability to create and maintain accurate correspondence, reports, spreadsheets, trackers, and electronic files.
- Ability to work independently and collaboratively under the direction of the contractor’s onsite supervisor.
- Ability to handle sensitive information and follow Government security and records-management requirements.
- Must meet Government eligibility requirements for a Common Access Card, facility access, and required Navy information-system access.
