Salary: $3,861.00 – $6,276.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Job Description and Duties

Under the supervision of the Supervisor II, the Analyst I performs a variety of analytical and administrative duties relating to the provision of federal and state disaster assistance grant programs within the Cal OES Recovery Operations Directorate. Performs a broad range of analytical tasks relating to financial, programmatic, and administrative requirements, including database and spreadsheet management, dashboard creation and maintenance, trend analysis, and special projects.

The incumbent must be able to logically and creatively analyze and resolve governmental and administrative problems of an average complexity; gather and analyze data to develop and evaluate alternatives for a variety of administrative and program-related areas, making recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. The incumbent will work independently or as part of a team while maintaining a standard workload and responding to frequent short-term tasks.

Working Conditions

Location:

Mather, CA. The position is located in the Recovery Analytics Unit.

Hybrid Telework:
This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Minimum Requirements

Class: ANALYST I

Salary range: $3,861.00 – $4,839.00 if classified in Category A, $4,181.00 – $5,233.00 in Category B, and $5,014.00 – $6,276.00 in Category

C.

Desirable Qualifications
  • Strong analytical skills with the ability to review, interpret, and make recommendations on administrative, financial, and program-related issues.
  • Experience conducting research, needs assessments, data gathering, evaluations, and special studies for programs or operations.
  • Proficiency in database management, spreadsheet development, data dashboards, and electronic tracking systems.
  • Skill in preparing issue briefs, memorandums, written reports, and funding recommendations.
  • Ability to analyze policy options, review legislation, and interpret federal and state laws and regulations.
  • Strong oral and written communication skills, including presenting information to varied audiences.
  • Demonstrated ability to work independently while maintaining productivity under demanding or changing priorities.
  • Ability to participate effectively in work groups, trainings, and cross-program collaborations.
  • Aptitude for quality control, validating information accuracy, and evaluating situations to take effective action.
  • Experience providing technical assistance to internal and external stakeholders.
  • Skill in developing project plans, tracking assignments, and managing deadlines for special projects.
  • Comfortable working under stressful conditions, short timelines, and occasionally extended or rotating shifts during emergency operations.
  • Ability to use various software platforms and learn new technologies as program needs evolve.
  • Demonstrated initiative, resourcefulness, good judgment, dependability, and tact when interacting with staff and stakeholders.
