CORE is implementing a shelter recovery program aimed at supporting vulnerable households through the repair and reconstruction of damaged homes. As part of CORE's commitment to promoting safer and more resilient housing, Build Back Safer (BBS) Monitors will be recruited and trained to support field monitoring activities and document compliance with shelter standards throughout the rebuilding process. The BBS Monitor will play a key role in collecting field data, monitoring construction progress, and reporting observations to program staff to ensure quality implementation and accountability.

The purpose of this assignment is to support the monitoring and documentation of shelter reconstruction activities through regular field visits, data collection, and reporting. Following an initial training period of approximately one (1) to two (2) weeks, BBS Monitors will conduct structured monitoring activities at designated project sites under the direct supervision of the Community Mobilizer and Shelter Lead.

• Participate fully in all required orientation and training sessions provided by the organization.
• Learn and understand Build Back Safer principles, project guidelines, monitoring procedures, and reporting requirements.
• Demonstrate understanding of monitoring tools and data collection methods before commencing field activities.

• Conduct regular monitoring visits to assigned beneficiary households and construction sites.
• Observe and document the progress of shelter repair and reconstruction activities.
• Monitor compliance with approved shelter designs and Build Back Safer practices.
• Identify and report any concerns, delays, construction issues, or deviations from project standards.
• Take photographs and maintain records of construction progress where required.

• Collect accurate field data using paper-based forms, mobile devices, or online survey platforms as instructed.
• Complete and submit daily monitoring reports.
• Verify information collected from beneficiaries and construction teams.
• Maintain accurate records and ensure data integrity.
• Report findings promptly to the Community Mobilizer and Shelter Lead.

• Communicate respectfully and professionally with beneficiaries, contractors, and community members.
• Assist in explaining project activities and monitoring requirements when requested.
• Promote accountability, transparency, and respectful engagement with program participants.

• Attend scheduled meetings, briefings, and debriefings.
• Follow all organizational policies, procedures, safeguarding requirements, and code of conduct standards.
• Perform other monitoring-related tasks reasonably assigned by supervisors.

• Participation in mandatory training and orientation sessions.
• Daily monitoring reports submitted in the required format.
• Completed survey forms and monitoring checklists.
• Timely submission of photographs and supporting documentation as required.
• Accurate reporting of shelter construction progress and identified issues.

CORE's work schedule and monitoring requirements will be communicated at the commencement of the assignment.

• Work will take place within St. Elizabeth and Westmoreland Parishes.
• Specific monitoring locations will be assigned after commencement of the program.
• Monitors must be willing and able to travel to assigned communities and project sites.
• Applicants are responsible for arranging their own transportation to monitoring locations.

• High School Diploma, Graduation Certificate, or equivalent qualification.
• Good written and verbal communication skills.
• Basic literacy and numeracy skills.
• Willingness and ability to participate in training and learn monitoring procedures.
• Ability to accurately complete forms and reports.
• Ability to work independently and as part of a team.
• Professional conduct and strong interpersonal skills.
• Reliability, punctuality, and attention to detail.

• Previous experience in community work, humanitarian programs, construction monitoring, surveys, or data collection.
• Familiarity with smartphones, tablets, or online data collection platforms.
• Knowledge of local communities within St. Elizabeth and Westmoreland.

• Have a valid bank account capable of receiving electronic payments.
• Provide valid government-issued identification upon request.
• Be legally authorized to work in Jamaica.
• Be available for the entire six-week assignment period.
• Have reliable means of travel to assigned monitoring locations.

• Compensation covers the entire six-week assignment, including the training period and all field monitoring activities.
