DAIRY INSPECTOR I/II

Closing date for this recruitment has been extended to February 16, 2026.

One current vacancy with the Health & Human Services Agency (HHSA). Position is located throughout Tulare County. This recruitment will establish an employment list to fill the current and future vacancies within HHSA. Position may be filled at either Level I or Level II depending on meeting the required qualifications.

Current position is with HHSA in Visalia but the position will service locations throughout Tulare County.

Job Description

This position is responsible for conducting inspections of dairy farms, milk handling, and processing facilities in the enforcement of sanitation and public health laws and regulations.

Salary Information
  • Level I: $5,366 - $6,539 Monthly
  • Level II: $5,899 - $7,190 Monthly
Typical Duties
  • Inspect dairies and dairy farms to determine conformance with sanitary regulations.
  • Inspect sanitary conditions of buildings, equipment and personnel in milk handling and processing facilities and determine compliance with appropriate laws and regulations.
  • Observe general health of dairy animals. Instruct personnel in general sanitation and care and maintenance of dairy equipment.
  • Instruct dairy personnel concerning milk regulations and methods of maintaining a safe milk supply.
  • Collect samples of milk and milk by-products for analysis.
Minimum Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills, and/or license which are required and equivalent to the following.

Education / Experience

Level I: Graduation from an accredited four‑year college or university with specialization in studies related to dairy farms, milk and milk products, food sciences, or animal science.

  • OR: Graduation from a veterinary college of recognized standing at the time of graduation AND at least one (1) year of experience in the production, processing, or inspection of milk or milk products.
  • OR: Employed as a registered Environmental Health Specialist in the State of California for at least two (2) years immediately prior to applying for the certification examination AND possesses a bachelor's degree.

Level II: Requires one (1) year of experience in an approved inspection service as a Dairy Inspector or closely related field (see License or Certificates requirement for Level II below).

Knowledge

Principles, practices and equipment used in the production, handling and processing of milk and various dairy products; principles of biology, animal husbandry, chemistry, physics and entomology; basic laboratory and research principles and practices in evaluating dairy conditions and products;
Federal, State and local laws pertaining to the dairy industry; methods and techniques for interviewing, investigating and conducting inspections and resolving sanitation problems; safety practices of the industry.

Skill / Ability

Read, interpret and apply laws, rules and regulations; analyze situations accurately and take effective action; explain information to people from various educational and socioeconomic backgrounds; use patience, tact and courtesy in dealing with people under various circumstances; write clear, concise, grammatically correct reports, memos and letters; give and follow complex verbal and written instructions; coordinate work with others; establish priorities and meet deadlines;

conduct investigations and inspections and take appropriate corrective and enforcement action; instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions; perform technical research and testing and evaluate and document results; establish and maintain records; implement new policies and procedures.

License or Certificates

Possession of, or ability to obtain, an appropriate, valid California driver's license.

Level I: Requires within 6 months of hire a Certificate of registration as a Dairy Inspector issued by the California State Department of Agriculture.
