Job Description

Reports to: Director of Special Education

Job Objective: Provides teaching‑learning leadership and staff support for the continuous improvement of special education services.

Minimum Qualifications
  • Holds required state Department of Education credentials. Job‑specific program skills verified by training and/or work experience. Ability to develop and implement program improvements based on evaluated data and research‑based best practices.
  • Administrative licensure and experience with special education.
  • Acts in accordance with the Licensure Code of Professional Conduct for Ohio Educators.
  • Displays flexibility, reliability, self‑discipline and a willingness to take on challenging tasks.
  • Documents/maintains a record free of criminal violations that prohibit public school employment.
  • Effective leadership, communication, problem‑solving and time management skills.
  • Embodies high ethical standards/integrity. Accepts responsibility for personal decisions/conduct.
  • Ohio Teacher Evaluation System (OTES) credentialed evaluator status is required.

Note: Employees must obtain training and maintain skills to fulfill compliance requirements applicable to the position as required by board policy and state/federal law.

Essential Functions

1. Professionally manages the planning, delivery and advancement of special education programs consistent with the service center mission and legal requirements. Establishes appropriate levels of employee autonomy and accountability.

  • Helps implement a shared vision of learning that supports continuous measurable improvements in student participation and achievement.
  • Develops a coherent strategy to accomplish concurrent responsibilities within required time frames.
  • Monitors/facilitates program compliance with all pertinent laws and regulatory standards.
  • Tracks data required by the state department of education and other regulatory authorities.
  • Helps select highly‑qualified program staff. Assists with orientation activities for new program staff.
  • Assumes responsibility for the results of delegated duties. Evaluates/documents staff performance.
  • Oversees enrollment/withdrawal procedures and the management of student files.
  • Monitors state standards/guidelines, research‑based results and school improvement priorities (e.g., curriculum alignment, data‑driven continuous improvement plans, effective school management, evidence‑based teaching/learning practices, positive school environments, etc.).
  • Acts as a focused catalyst to help teachers utilize best practices in lesson design and classroom delivery. Coordinates the collaborative development of quantitative program improvements.
  • Assesses program performance. Prepares regular written progress reports. Suggests program improvements (e.g., deployment of program resources, implementation time‑frames, staffing, scheduling/time management strategies, training, etc.).
  • Implements the program budget as assigned. Manages the judicious use of program resources.
  • Upholds fiscal accountability standards. Prepares revenue/expense projections as requested.
  • Facilitates the delivery of high quality professional development programs that increase staff competencies and confidence. Models teaching techniques/best practices. Uses a variety of strategies to help teachers improve pupil management, organizational and instructional skills (e.g., coaching, communities of practice, consultation, lesson study, mentoring, etc.).
  • Selects instructional materials. Identifies teaching methods best suited to address state standards and adopted curriculum goals. Guides staff in the use of formal/informal assessment strategies to gauge student progress toward achievement benchmarks.
  • Administers state‑mandated testing programs. Maintains test security. Implements standardized procedures to ensure the accurate recording and timely preservation of test data.
