Job Description and Duties

The School Fiscal Services Division (SFSD) of the California Department of Education (CDE) is the right team for you. SFSD core values include Teamwork, Integrity, Customer Service, and Continuous Improvement.

Under the general supervision of the Administrator in the Principal Apportionment Policy Office B, the Education Programs Consultant serves as the California Department of Education’s (CDE’s) expert on all aspects of attendance accounting and the impact attendance accounting has on school apportionments and the delivery of educational programs by local educational agencies (LEAs). The incumbent prepares recommendations and proposals on changes in policy, regulations, and statutes and serves as the primary contact and liaison with LEAs and state agencies regarding all aspects of attendance accounting.

  • Advise and assist county offices of education (COEs) and school district business officials regarding attendance accounting laws and regulations, procedures, and policies, with an emphasis on the fiscal implications of such procedures and policies for various educational programs.
  • Prepare correspondence and respond to questions pertaining to attendance accounting and ADA for local school district governing boards, district administrators, COEs, county committees, citizens, state and county officials, state agencies, and legislative staff.
  • Provide consultative services to LEAs and auditors whose fiscal problems are the result of improper attendance accounting procedures or policies.
  • Collaborate with SFSD managers and fiscal staff on resolution of matters involving attendance accounting and calculations of apportionments.
  • Analyze requests from LEAs for ADA credit when emergencies are incurred and review prior years’ audit reports.
  • Identify specific attendance accounting requirements of new programs and design attendance accounting procedures and forms for such programs.
  • Update attendance resources for the field to ensure guidance is complete and remains current.
  • Propose legislative clean up to simplify statutory attendance requirements for K-12 programs.

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary range(s) shown on this job posting does not reflect the salary reduction.

Working Conditions

TELEWORK OPTION

HYBRID

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. Currently, the hybrid telework schedule includes working remotely and working a minimum of two days per week in the office.
