LEE + RO’s City of Industry office is seeking a Senior Civil Engineer to join our dynamic and growing team. Known for our practical, hands-on engineering approach, this role offers the opportunity to lead meaningful work in California’s water infrastructure sector. You will be at the forefront of design, coordination with stakeholders, and business development, while managing teams across disciplines and locations.
In this role, you’ll oversee critical water and wastewater projects, including potable water, wastewater, recycled water, and stormwater systems. You’ll work closely with clients and internal teams to ensure project success, from design through construction. Experience in pipeline design, hydraulics, pump stations, or water/wastewater treatment plant planning is essential. You will also from time to time make field visits to observe and report on construction activities, and provide construction management services which includes full time work from site offices.

DETAILED DESCRIPTION ANDKEY RESPONSIBILITIES PROJECT MANAGEMENT
- Manage and execute project work on wastewater and water utilities projects.
- Develop and manage scope, schedule and budget, and negotiate agreements.
- Ensure direct coordination and collaboration with clients to achieve successful project outcome.
- Provide construction management services, including site visits on an as-needed basis.
- Manage multi-discipline teams across multiple offices, ensuring communication and coordination to meet project deliverables.
- Supervise, delegate, review and oversee the work and assignments staff engineers and designers to ensure budget and schedule objectives are met.
- Manage the delivery and execution of multiple large and small projects simultaneously, ensuring they are completed on time, within budget, and to the expected quality standards, including oversight of subconsultants.
- Evaluate progress of the project staff and results obtained and recommend changes to achieve overall project objectives.
- Prepare feasibility studies, technical memos, and preliminary design reports, for water resources projects.
- Prepare bid-ready design documents, including plans, specifications, construction cost estimates for water resources projects.
- Lead and guide team efforts in marketing and business development initiatives. Lead proposal, interview, fee development and negotiations for various project pursuits.
- Build and maintain strong relationships with clients, stakeholders, and teaming partners. Collaborate closely with LEE+RO’s leadership team and technical experts to identify business opportunities and develop strategies.
- Actively interact with assigned clients, participate in client-related activities, and promote LEE+RO's presence through involvement in client and networking initiatives.
- 7+ years of active experience in the water/ wastewater sector with demonstrated leadership experience in California
- Bachelor’s degree in Civil / Environmental Engineering
- State of California PE Certification. However, if no CA PE Certification, then must have a valid PE license for any state within the USA and be willing to obtain a California PE within 1 year of employment.
- Understanding of budgets and financial metrics
- Supervisory and mentoring skills, strong engineering judgement, and applicable technical skills.
SALARY RANGE: $130,000 - $208,000/yr.
The anticipated starting pay range for this position is based on the employee’s primary work location and will be commensurate with the individual’s skills, experience, and education. These ranges are subject to modification in the future.
