Location: Louisiana

Caturus, LLC, is an integrated natural gas and LNG company focused on responsible sourcing of low-emission fuel to domestic and international markets. Commonwealth LNG is developing a 9.5 Mtpa liquefied natural gas (LNG) export terminal project located near Cameron, Louisiana. The Inspector, Environmental is responsible for overseeing compliance with all local, state, and federal permits and authorizations including conditions from the FERC application, Orders, and Environmental Impact Statements throughout construction of the project.

The inspector shall have peer status with other Company and construction contractor Supervisors.

Key Accountabilities:
  • Conduct daily field inspections and surveys to assess compliance with FERC and environmental regulations, focusing on erosion control, wildlife interactions, debris management, dust control, and roadway maintenance.
  • Responsible for monitoring and ensuring compliance with all mitigation measures required by the Order and other grants, permits, certificates, or other authorizing documents.
  • Responsible for evaluating the construction contractor’s implementation of the environmental mitigation measures required in the contract and any other authorizing documents.
  • Empowered to order correction of acts that violate the environmental conditions of the Order, and any other authorizing document.
  • Responsible for documenting compliance with the environmental conditions of the Order, as well as any environmental conditions/permit requirements imposed by other federal, state, or local agencies.
  • Responsible for maintaining status reports.
  • Monitor and document environmental compliance, preparing detailed daily inspection reports with written and photographic evidence.
  • Conduct environmental sampling, including hydrostatic test water and soil.
  • Review and understand permits and authorizations and other key project documents, providing critical assessments and guidance on environmental compliance.
  • Provide input and guidance for spill response and cleanup activities.
  • Evaluate restoration activities and ensure proper implementation of mitigation and best management practices.
  • Serve as a resource for ensuring compliance with environmental permits.
  • Collaborate with the Compliance Manager, contractors, site management, regulatory agencies, and stakeholders to address compliance issues and maintain adherence to permit conditions.
  • Support, deliver, or oversee environmental training for all construction personnel on site, as required by the FERC Order.
  • Participate in project and construction meetings to provide updates and recommendations.
  • Support variance requests for environmental permits through thorough documentation and analysis.
  • Stay informed on relevant environmental regulations and compliance standards.
  • Assemble and present environmental compliance reports information for management.
Qualifications

The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform the position successfully.

Education, Certificates, and Licenses
  • High school diploma or equivalent is required, however a Bachelor’s or Associate’s degree from a credited University is preferred.
  • Completion of FERC’s Environmental Training Seminar is required.
Experience
  • 5 plus years of experience as a FERC Environmental Inspector is required.
  • LNG Facility construction experience is required.
Knowledge, Skills, and Abilities
  • Must have a high degree of dealing with Company and Contractor employees across all backgrounds (craftsmen, laborers, supervisors, management, etc) building and maintaining strong working relationships.
  • Must be able to communicate, coach, and enforce compliance in difficult situations while maintaining efficient and productive relationships.
  • Remain posted and up to date on all current and future changes to regulations regarding the oil and gas industry.
  • Must be able to conduct thorough investigations, inspections, and facilitate resolution of problem areas in order to prevent non-compliance issues from arising.
  • Strong attention to all permit requirements and conditions as well as construction details on site.
  • A very strong Team player in dealings with both Company and EPC personnel.
