Location & Telework

Watershed Mitigation, Coordination, and Outreach Unit, Mather, CA. Hybrid telework eligible; additional in‑office days may be required.

Working Conditions

The position is located in the Watershed Mitigation, Coordination, and Outreach Unit at Mather, CA.

Responsibilities
  • Provide advanced environmental planning, analysis, compliance support, and technical consultation for disaster response and recovery activities across California.
  • Act as an environmental subject matter expert supporting geologic hazard incidents, watershed protection missions, debris operations, and infrastructure recovery efforts.
  • Integrate environmental and historic preservation considerations into recovery operations by evaluating potential impacts to natural, biological, cultural, and water resources and ensuring activities meet federal, state, and local environmental requirements.
  • Review project scopes, identify environmental constraints, and advise on documentation and permitting requirements; provide technical guidance to applicants and program staff.
  • Support Environmental and Historic Preservation matters for debris operations, including Private Property Debris Removal programs, assessing site conditions and recommending protective measures.
  • Collaborate within a multidisciplinary environment with engineers, geologists, planners, emergency managers, scientists, and partner agencies to analyze technical reports, field data, geospatial information, and remote sensing products.
  • Communicate environmental requirements to stakeholders with limited environmental expertise, and contribute to guidance, outreach materials, and training related to environmental compliance in disaster recovery.
  • Exercise professional judgment, manage complex assignments with minimal supervision, and provide responsive technical support in time‑sensitive operational environments.
Qualifications
  • Required:

    Experience in environmental assessments, development of environmental plans, and ensuring compliance with environmental regulations such as NEPA and CEQA.
  • Required:

    Strong understanding of geohazards including post‑fire debris flows, mudslides, landslides, and their environmental impacts.
  • Required:

    Experience in project coordination and management, including developing project plans, tracking progress, and coordinating resources.
  • Required:

    Proficiency in analyzing environmental data, GIS tools, and conducting environmental impact assessments.
  • Required:

    Ability to establish and maintain cooperative relationships with staff, officials, and organizations.
  • Required:

    Demonstrated ability to work collaboratively within a team environment and foster innovation and problem‑solving.
  • Required:

    Effective public speaking skills to convey complex information clearly to diverse audiences.
  • Preferred:
    Proficiency in Microsoft Office Suite and familiarity with tools such as Smartsheet.
