Senior Project Manager – SLAC National Accelerator Laboratory – Menlo Park, CA

Overview

This position is an employee of Stanford University, providing support to the Department of Energy (DOE) contract at SLAC National Accelerator Laboratory. The Project Management Office (PMO) Department, Design and Construction Services (DCS) group is seeking a Project Manager to deliver world‑class design and construction of facilities and infrastructure projects in support of world‑changing scientific research. The Project Manager will be responsible for planning, developing, procuring, designing, constructing, and close‑out/transition to operations of infrastructure project scopes ranging from $50M to $500M.

SLAC has multiple projects planned to improve scientific research capabilities and to maintain existing infrastructure, including administrative spaces, scientific laboratories, clean rooms, campus‑wide supporting civil infrastructure, and tunneling involving heavy civil underground construction.

Responsibilities
  • The primary focus of the position is delivering design and construction work scopes for the assigned project.
  • Manage the entire collection of projects and/or programs undertaken by an organization or division to ensure they align with SLAC’s strategic objectives.
  • Perform the full project management cycle: initiation, planning, execution, monitoring & controlling, and closing; independently lead and direct projects requiring high levels of functional integration across multiple engineering systems and disciplines.
  • Develop and manage critical paths and schedules, maintaining detailed knowledge of project timelines and interdependencies with other major projects and laboratory operation downtimes.
  • Direct the development of project execution plans, communication plans, and acquisition strategy plans, and develop resource plans for assigned project control accounts.
  • Facilitate discussions and negotiations between SLAC stakeholders to drive consensus on project design and operational requirements.
  • Direct the work of contractors and Architects/Engineers consultants to ensure project requirements are captured and design meets program requirements as approved by stakeholders.
  • Utilize approved project management systems, processes, and tools to maintain alignment with SLAC Project Management Office and DOE reporting requirements.
  • Apply comprehensive change management strategies and communication plans to manage project/portfolio scope and stakeholder expectations.
  • Ensure design readiness and technical reviews are conducted; identify and manage responsible project account risks and actively monitor mitigation measures to control cost, schedule, and scope.
  • Integrate Environmental Safety & Health (ES&H) considerations in planning, design, and construction of infrastructure, implementing SLAC ES&H policy and best practices.
  • Oversee general contractor activities such as safety, configuration, cost, and schedule control on assigned project control accounts.
  • Ensure construction conforms to SLAC policies and engineering specifications under dynamic working conditions.
  • Interact with DOE SLAC Site Office representatives along with the Project Director or designee to convey project status and proactively communicate challenges as they arise.
  • Perform other duties as assigned.
Qualifications
  • Bachelor’s degree in electrical, civil, or mechanical engineering, architecture, construction management, or a related field and ten years of relevant experience or a combination of education and experience.
  • At least five years of experience as a project leader with direct responsibility for at least $50M of scope.
  • Experience delivering major electrical, mechanical, and civil infrastructure scopes with complex engineering design, extensive interfaces, and restricted construction work windows.
  • Overseeing single contract procurement of over $25M, from sources‑sought phase to RFP development, vendor selection, contract negotiations, award, vendor performance management, change control, and contract closeout.
  • Proficiency with Primavera P6, MS Project, AutoCAD, Revit, Bluebeam, SharePoint, or other software to enhance collaboration during design review…
