What You Will Do

  • Oversee all onsite construction activities and serve as the primary customer‑facing representative.
  • Coordinate with engineering resources and contractors to execute the physical Site Acceptance Test (SAT) and commission Scope of Work.
  • Review and provide feedback on submittals, RFIs, change orders, safety plans, and operational documentation.
  • Lead design reviews with the design team, customer, general contractor, and specialty contractors.
  • Manage change orders, develop proposals and scopes, and support coordination with federal customers and the Program Management Office (PMO).
  • Prepare cost estimates and comparative analyses for change orders and customer/PMO requests.
  • Support all program phases to ensure schedule, budget, and compliance requirements are met.
  • Deliver daily/weekly construction status reports to the Program Office, leadership, customer, and host facility.
  • Review, approve, and produce material submittals using MS Project, Teams, Zoom, PROCORE™/Project Team, and SharePoint.
  • Evaluate and support construction management plans and contractor strategies.
  • Participate in agency negotiations and stakeholder/public meetings as required.
  • Act as the central interface between Raytheon, subcontractors, the customer, and the host facility, including leading weekly PMO and facility coordination meetings and daily customer interactions.
  • Document construction‑related risks for customers and internal project stakeholders.
  • Work additional hours, as necessary, to meet the requirements of the construction schedule.
Qualifications You Must Have
  • Typically requires a Bachelor’s degree in a Science, Technology, Engineering, or Mathematics (STEM) discipline (preferably Civil Engineering) and 10+ years of relevant site construction or related construction engineering work.
  • Ability to read, interpret, and modify engineering drawings and specifications used by construction subcontractors and customer teams.
  • Knowledge of DoD Unified Facilities Criteria (UFC) codes and related requirements.
  • Experience managing construction schedules, quality control, commissioning, closeout, and budgets.
  • Active and transferable U.S. government issued Top Secret security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
  • USACE EM‑385 and/or OSHA construction safety standards.
  • Certified Construction Manager (CCM) through CMAA or Project Management Professional (PMP).
  • Optional Professional Engineer (PE) license (U.S.).
  • Experience working in an ISO/TL 9000–compliant or similar quality management environment.
  • Experience leading construction and/or project management efforts, including oversight of multiple projects or large‑scale projects (approximately $30M+).
  • Experience with proposal development, proposal analysis, and contract negotiation; ability to work additional hours as needed to meet construction schedule requirements.
