GUAM - COMMISIONING MANAGER

Location: HDCC Guam LLC

A Commissioning Manager plays a crucial role in projects, particularly in the construction and engineering sectors. The primary responsibility is to ensure that systems and components of a project are designed, installed, tested, and operated according to the specified requirements. The role is vital in ensuring that projects are completed successfully, on time, and to the required quality standards.

Responsibilities:
  • Provide building services schedule and technical advice for input to tenders.
  • Review buyout of building services packages for compliance with future TAB and commissioning needs.
  • Leads and manages the commissioning (Cx) process for HVAC, Plumbing, Fire Protection, Fire Alarm, Electrical and related building systems from design review through construction, start-up, performance verification, and warranty/occupancy support.
  • Acts as the Commissioning Authority (CxA) or manager of a Cx team to ensure systems meet owner requirements, contract documents, industry standards, and energy/performance objectives.
  • Develop, maintain and execute project commissioning plans, schedules, and test procedures (FPTs functional performance tests).
  • Review building services progress against project schedule, input to monthly updates and manage with scheduler the adjustment of logic to ensure planned works matches the current schedule.
  • Conduct design reviews and coordinate with owners, design teams, and contractors to identify constructability, control strategy, and review operational, and performance issues early.
  • Oversee factory acceptance tests (FATs), site start-up, system integration, and functional performance testing for HVAC, controls, AHUs, chillers, boilers, pumps, VAV/FCU, radon, and related systems.
  • Lead Test & Balance (TAB) coordination and verification of airflow, hydronic flow, temperatures, pressures, and control sequences.
  • Manage commissioning documentation: checklists, test reports, deficiency logs, test data, baseline reports, O&M manual reviews, and final Cx report.
  • Track, prioritize and drive timely resolution of deficiencies and punch-list items; verify corrective actions and closeout.
  • Train operations staff/owners maintenance team on system operation, sequencing, BMS/controls, and preventive maintenance.
  • Provide technical guidance and QA/QC for controls programming, sequences of operations, and as-built documentation.
  • Ensure provision of required building services information for inclusion in eOMSI manual.
  • Coordinate with energy modeling, sustainability, and LEED/Green building verification where applicable.
  • Represent the owner and communicate project status, risks, and recommendations to stakeholders.
  • Provide technical solutions, overview and resolution to building services issues that arise in TAB and commissioning phases of project completion.
  • Ensure compliance with safety, codes, standards (ASHRAE, SMACNA, NFPA, local code), and applicable commissioning standards (AABC, NEBB, ASHRAE Guideline 0/1.2, etc.).
Qualifications:
  • Bachelors degree in mechanical engineering, Construction Management, or related field (or equivalent experience).
  • 712+ years of HVAC commissioning, project engineering, or mechanical contracting experience (manager‑level roles usually require significant practical commissioning experience).
  • Proven experience managing multi‑discipline commissioning teams on complex projects.
  • Familiarity with building automation systems (BAS/BMS/PCMS), DDC controls, and common control platforms.
  • Hands‑on experience with field testing equipment (airflow hoods, anemometers, manometers, data loggers, pressure gauges, thermal imaging, etc.).
  • Preferred:
    Certified Commissioning Professional (CCP/CxA) or equivalent (AABC, NEBB, BACE), LEED AP, Certified Energy Manager (CEM), or building performance credentials.
  • Strong technical knowledge of HVAC systems, hydronics, refrigeration, controls, and TAB procedures.
  • Excellent verbal and written communication, team leadership, client‑facing skills, and problem‑solving ability.
  • Project scheduling and risk management experience.
  • Proficient with Commissioning software, Microsoft Office, and data analysis tools.
