Electric Generation System Program Specialist

Position Summary

$10,127.00 - $12,669.00 per month. New to State candidates will be hired at the minimum salary of the classification or the minimum of the alternate range when applicable. The role is the Electric Generation System Program Specialist I within the Federal Opportunities and Investments Unit of the Fuels and Transportation Division.

• Serve as the technical coordinator and primary subject matter expert for the Fuels and Transportation Division’s contribution to analyses of the implementation of federal funding programs for electric vehicle charging and other zero‑emission vehicle refueling infrastructure.
• Conduct the most complex technical and techno‑economic analyses of electric vehicle charging infrastructure and inform decision‑makers on strategies for achieving the state’s energy goals.
• Develop grant funding opportunities, manage agreements, and engage in other funding and non‑funding activities related to the National Electric Vehicle Infrastructure (NEVI) Formula Program and other federal programs.
• Collaborate with management to implement strategy and with staff to develop accurate, objective, timely work products that support the California Energy Commission’s mission.
• Provide mentoring to junior staff to develop technical expertise.

• Extensive experience in technical analysis related to electric vehicle charging infrastructure or other transportation or energy topics.
• Demonstrated experience in grant funding solicitations, contract management, and federal program implementation.
• Strong analytical skills with the ability to complete complex technical assignments independently and within a team setting.
• Excellent interpersonal and communication skills, including effective writing and editing for both technical and non‑technical audiences and the ability to communicate observations, results, and recommendations verbally and in writing to management and external stakeholders.
• Track record of fostering collaboration between governmental and private sector partners.

• Experience in designing grant funding solicitations and performing contract management.
• Project planning experience and the ability to set and meet deadlines while delivering high‑quality work products.
• Experience in data collection and analysis related to zero‑emission vehicle infrastructure projects.
