Primary Purpose
Performs duties as a Professional Land Surveyor in matters of land in a confidential and non-biased manner. Protects the City’s interest in matters of real property, facilitates the use and/or provides oversight of any activity within right-of-ways, easements, alleys, etc., pursuant to City Codes and applicable Missouri State Statutes.
Supervision
Under the direct supervision of the Project Engineer and general supervision of the Community Development Director.
Renders professional opinion as to location of boundaries, easements, encroachments and right-of-way as necessary to perform duties or as needed to facilitate or protect the City’s interest in land.Researches State, County, local and private records for deeds, easements, GLO notes and plats, surveys and other legal documents essential in determining location of real property, right of way and easements.Prepares or supervises the preparation of corner documents, drawings, easements, exhibits, plats, property descriptions, surveys, reports or other pertinent documents as needed or mandated by state or federal statutes or guidelines.May assist in reviewing construction documents submitted by others for geometrical and verbal errors, compliance to applicable statutes, regulations and codes and may assist in extracting survey data from plats, plans and computer drawing to assist in preparing files for boundary and construction staking.May conduct boundary, geodetic and right-of-way surveys and monument corners as prescribed by statute or as authorized, primarily for BUILDS Department projects that are broad in scope.May occasionally act as a liaison for the City with developers, contractors, engineers, surveyors, utility companies, and the public during the planning, design, and construction phases of BUILDS projects.May have functional oversight and train department employees on survey standards, techniques field procedures and equipment usage as they assist in field surveys for the department.Develop and maintain a usable system to archive survey information and CADD drawings. Provides land survey information for us in the Geographic Information System.May verify or determine area or linear footage as needed to establish payment for certain services provided to the City, or in the case of a discrepancy between parties.May assist Construction Inspectors by field checking horizontal and/or vertical location of construction items in question and/or preparing as-built drawings of newly constructed BUILDS projects and utility infrastructure.Keeps records and logs as required.Deals effectively and courteously with fellow employees and the general public.Performs other duties as assigned.Important Duties
Attends training sessions deemed appropriate by supervisor or department head.Maintains a neat and orderly work area.Maintains appropriate supplies for assigned area.Education & Experience
A minimum of five (5) years of prior experience as a Professional Land Surveyor is required, inclusive of responsible operation of modern survey instruments, data collectors, GPS, drafting and data conversion software.
Knowledge, Skills, & Abilities
Must be able to perform at a professional level in a highly specialized field dealing with property rights in an unbiased manner;
Must have a working knowledge of the Missouri State Statutes and current Missouri Minimum Standards of Boundary Surveys;
Must be able to read and interpret easements, property descriptions, plats, plans, surveys and blueprints as well as construction drawings;
Must be able to analyze and interpret a variety of technical, legal and abstract variables and arrive at a constructive nonbiased solution;
Must be able to perform an array of mathematical processes such as algebra, geometry, geodesy, random error analysis and coordinate adjustment, spherical and plane trigonometry;
Must be able to operate computers for word processing, spreadsheets, data base, data conversion and drafting software, programmable calculator, GPS, total station, data collector, as well as other office…
