Investment Officer III, Investment Compliance

This position is eligible for incentive compensation and has a maximum incentive opportunity of 20% of base salary.

The CalSTRS Investments Branch is seeking an experienced individual to work as an Investment Officer III (IO III) on the Investment Compliance team.

CalSTRS Investment Performance & Compliance team is comprised of two units:
Investment Performance & Analytics and Investment Compliance. Investment Compliance supports the Investment Branch by providing principles-based recommendations and safeguarding the assets of our members. The primary function is to monitor and implement compliance and ethics activities that enables the Investment Branch to comply with a comprehensive system of policies, processes and procedures designed to prevent, detect and reduce risks which is supported by a culture of integrity.

Under the general direction of the Associate Portfolio Manager, the Investment Officer III serves as a high-level specialist that provides investment, regulatory, compliance, and operational expertise, recommendations, and solutions relevant for monitoring and managing an array of Investment Compliance risks and requirements.

The ideal candidate will possess the following skills:

• Experience working in investment compliance, business risk oversight, investment legal document review, or operations
• Experience with project planning, strategy, or process implementation
• Experience using technology systems and analytical tools such as MS, Power BI, R, Python or other related tools
• Experience with interpreting document, contracts, and agreements for preparing required disclosures the public and private financial markets
• Experience working with financial market tools such as Custodian, Bloomberg, Factset, Order Management Systems, compliance or due diligence systems, or other related tools
• Ability to understand technology language to communicate with staff and stakeholders
• Ability to understand and interpret rules, regulations and policies
• Ability to build and maintain sound governance structures and documentation
• Ability to analyze information and data and present viable recommendations
• Ability to build and maintain effective working relationships with internal and external customers
• Ability to communicate ideas, thoughts, and facts verbally and in writing
• Ability to meet deadlines while managing multiple assignments
• Ability to work independently and in a team environment while exercising a high degree of initiative, independence, and good judgment
• Ability to promote a positive and collaborative working environment

An incumbent who possesses a professional certification as a Chartered Financial Analyst (CFA) may receive a 5% monthly base pay differential.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.
