The County of San Mateo's Emergency Management Department (SMC EM) is accepting applications from dedicated individuals for the Limited Term position of Management Analyst – Grants and Fiscal Services. The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role is primarily fiscal-related with 10‑20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross‑departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

The Ideal Candidate Will Possess
  • Strong financial management skills, including budgeting, forecasting, and grant disbursement
  • Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections
  • Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines
  • The ability to resolve cross‑departmental budget issues and propose procedural solutions
  • Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations
  • Excellent written communication skills for preparing technical records, reports, and recommendations
  • Computer skills and knowledge of a variety of software programs
Examples Of Duties

The MA's responsibilities may include, but are not limited to, the following:

  • Develop and manage program, annual, and mid‑cycle budgets, including revenue projections, forecasting, multi‑year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections
  • Track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC)
  • Formulate, prepare, and communicate budget completion schedules, calendars, and deadlines
  • Facilitate and coordinate the resolution of cross‑departmental budgetary issues, including identifying and proposing procedural solutions
  • Balance expenditures and revenues and identify funding gaps; assist departments in resolving funding issues; prepare status reports and manage budgetary control systems; recommend and process budget amendments
  • Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices
  • Attend meetings, conferences, workshops, trainings, and review publications and related materials to remain current on principles, practices, and new developments in assigned work areas
  • Perform other duties as assigned
