Responsibilities- Creates vouchers in FI$Cal for the most complex payments including Cannabis funds, purchase orders, contracts, rents, direct transfers, and settlements.
- Reviews and audits incoming invoices for accuracy and appropriate approvals for payment.
- Processes Cannabis funds invoices, auto invoices, X‑Numbers, quarterly/annual county tax bills and time‑sensitive monthly utility invoices.
- Makes payments in accordance with the California Prompt Payment Act, State Administrative Manual, State Controller's Office (SCO), Board of Control and all applicable rules, regulations, and departmental procedures.
- Validates charges on supplier invoices against purchase orders, ensures invoices have the appropriate approvals, and identifies issues in goods and/or services received.
- Identifies payment errors or inaccuracies, notifies suppliers and program staff, and follows up to ensure corrections.
- Ensures invoices are coded correctly and, when a contract covers multiple areas, ensures allocation does not exceed the allotted amount for each area.
- Creates vouchers in FI$Cal using the Office Revolving Funds (ORF), ensuring timely replenishment in accordance with state laws.
- Reviews and approves Procurement‑card vouchers, monitors and corrects voucher build errors.
- Creates and replenishes petty cash and change funds through voucher creation.
- Researches and provides information and assistance to departmental staff, suppliers, and control agencies, responding to requests for financial information via email and phone.
- Assists other accounts payable staff in resolving issues and providing guidance.
- Performs other duties within the classification scope as assigned.
