Job Summary

Under general direction of the Environmental Program Manager I, the Senior Environmental Planner (Specialist) performs the most difficult and complex work which is crucial to the Department’s mission. New to State candidates will be hired into the minimum salary of the classification or the minimum of the alternate range when applicable.

Eligibility

Eligibility for hire may be determined by your score on the SENIOR ENVIRONMENTAL PLANNER exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for this position.

Responsibilities
  • Coordinate with Department staff, Headquarters, local agencies, resource agencies, private stakeholders, and the public in the development of transportation projects.
  • Resolve complex problems regarding environmental compliance and ensure timely delivery of work products.
  • Act as liaison with Departmental staff, Headquarters staff, local agencies, land management agencies, and the public as needed.
Working Conditions

Position located at 464 W. 4th Street, San Bernardino, CA 92401, San Bernardino County. Work is normally conducted between 7:00 AM and 5:00 PM in a professional office atmosphere. Field activities may be conducted under a wide variation in weather conditions and climates, including extreme temperatures exceeding 100 °F.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. Business travel may be required.

Minimum Requirements

Minimum Requirements are specified in the Class Specification. Candidates must meet the following qualifications:

  • SENIOR ENVIRONMENTAL PLANNER designation and experience.
  • Possession of a valid driver’s license when operating a state‑owned or leased vehicle.
  • Other documentation as required by the Class Specification.
Statement of Qualifications (SOQ)

The Statement of Qualifications serves as documentation of each applicant’s ability to present information clearly and concisely in writing. The SOQ must be typed, no more than two pages in length, and 12‑point Arial font. Each question must be numbered and answered in the same order as below:

  • Provide specific examples of complex projects you’ve worked on and detail the steps you took to achieve environmental clearance, including names and contact information of supervisors who can confirm this work experience.
  • What changes have been incorporated into Community Impact Analysis requirements in the last two years?
  • What are the current requirements to complete a Class of Action determination?
  • Summarize what needs to be completed in conjunction with a Reevaluation, including who is involved, and any distinctions based on when it is done.
