Senior Housing Specialist – Hybrid
Department of Housing & Community Development (HCD), Sacramento, CA
Salary: $7,276.00 – $9,107.00 per month (New to State candidates may qualify for the minimum salary of the classification).
Working arrangement:
Hybrid – minimum four days per week in the Sacramento office; remote work may be considered on a temporary basis.
The Housing and Community Development Specialist II (HCDS II) works under the Asset Management and Compliance Branch Chief to collect, analyze, and report data on HCD's housing portfolio. The role includes high‑level research, analysis of program and policy metrics, and providing analytical and statistical support for research projects.
Responsibilities- Collect and analyze data for performance and operational indicators of HCD's housing portfolio.
- Conduct high‑level research and develop program and policy metrics.
- Provide analytical and statistical support on research projects and data analysis assignments using research methods and knowledge of affordable housing programs.
- Prepare reports and make recommendations for consideration by management.
- Manage multiple research projects and prioritize work to meet deadlines.
Applicants must meet the minimum qualifications listed in the Class Specification for Housing and Community Development Specialist II and possess required California Civil Service certifications, if applicable.
Desirable Qualifications- Experience in asset or property management, including review of financial statements, budgets, audits, and capital improvement planning.
- Experience in real estate, rental loan underwriting, pro forma analysis, and housing industry legal transactions.
- Experience with affordable and subsidized housing programs.
- Knowledge of state and federal regulations and compliance monitoring.
- Experience in writing, interpreting, and implementing policies, procedures, and regulations.
- Proficiency in research methods, survey and analytical techniques.
- Strong Microsoft Excel skills, including macros.
- Ability to research problems, identify solutions, and collaborate with stakeholders.
