Eligibility CriteriaYour application will be considered if you are a:

- Serves as a nationally recognized and respected authority and Agency spokesperson on a diverse range of issues related to their specialty area, as well as more widespread issues affecting the substantive agency mission in which his/her expertise is often sought due to extensive knowledge and experience in one or more program areas.
- Provides authoritative advice to program officials on a wide range of contract methods and procedures to improve the operational effectiveness of the organization in fulfilling its assigned responsibilities.
- Prepares reports in response to FOIA requests, Congressional inquiries and GAO audits.
- Conducts high-level analysis and evaluation of contracting matters. Reviews and monitors agency wide purchasing and contract activities to determine compliance with acquisition statutes, regulations, policies and procedures and to assess the organization's efficiency and effectiveness in performing contracting functions.
- Develops individual and staff development plans for updating and improving the contracting skills of subordinate staff personnel. Ensures that the workforce meets applicable contracting certification requirements.
- Supervises a staff and also personally performs the full range of contracting services for large scope, complex contracts for the agency.

Salary InformationThe GS-14 salary range starts at $99,908.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Locality pay will be determined once the duty location has been established.
GS-13 & Above Qualifications- All of a, b, and c below:
- Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional or FAC-C Level I or DAWIA (Contracting) Level I or higher certification.
Note:
After September 30, 2023, you will need to submit the FAC-C (Professional) or DoD Contracting Professional certifications or you will need to request a waiver. - At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
