Responsibilities

Under the supervision of the Program Manager I, the Disaster Assistance Programs Specialist I (DAPS I) performs average to difficult tasks related to the provision of federal and state disaster assistance within the Recovery Operations. DAPS I works within various programs including Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other grant programs.

The incumbent functions in a demanding and changing environment, acting with great independence while maintaining a routine workload and responding to short‑term tasks. The position requires meeting regulatory and internal deadlines on all assignments, with occasional travel on short notice, joint field office work, and overtime as necessary to support Cal OES program objectives.

Desirable Qualifications
  • Knowledge of FEMA’s Public Assistance (PA) Program, including eligibility criteria and funding mechanisms
  • Familiarity with construction methods, building codes, and mitigation techniques to strengthen infrastructure resilience
  • Adaptability to changing priorities
  • Excellent communication and interpersonal skills
  • Accountability and ability to work independently and in a team environment
  • Creativity and innovation to resolve issues
  • Proficiency with computer word processing, spreadsheet, and database applications, and willingness to learn new technological tools
  • Strong written and oral communication skills, with the ability to present information clearly and convincingly
  • Experience in analyzing and interpreting legislative documents, government codes, and regulations
  • Ability to follow directions, protocols, and procedures
  • Ability to prioritize and work well under pressure to meet deadlines
  • Comfortable working in remote and makeshift office environments
