Overview

Department of Housing & Community Development (HCD) – Building Inspector / District Representative I, Division of Codes and Standards (non-peace officer)

Salary: $6,308.00 – $7,825.00 per month. New state candidates will be hired at the minimum salary or at the minimum of the alternate range when applicable.

Note:

Effective July 1, 2025, a 2% salary reduction is in place under the Personal Leave Program (PLP), with 3.5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

This position covers Contra Costa and surrounding counties.

Position under the direction of the Codes and Standards Administrator I (CSA I) with guidance from a lead District Representative II (DR II). The incumbent schedules and conducts inspections enforce­ing the California Health and Safety Codes and related state and federal regulations within an assigned geographic area and writes inspection reports.

The attached duty statement indicates the assigned geographic location. Candidates residing more than 50 miles outside the area may be interviewed; however, the selected candidate must have a primary residency within 50 miles of the area prior to appointment and maintain residency as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Minimum Requirements

Salary range: $6,308.00 – $7,825.00. New state candidates will be hired at the minimum salary of the classification or minimum of the alternate range when applicable.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of the Mobilehome Parks Act, Title 25 Regulations
  • Experience as an installer or alteration/repair contractor
  • Experience as a supervisor over general construction
  • Experience with construction code enforcement or inspections
  • Experience with CA building standards code or HCD regulations
  • Experience with uniform model codes
  • Experience writing reports
  • Written and oral communication skills
  • Experience with personal computers and software, including Microsoft Office
  • Willingness to travel statewide during emergencies
  • Experience acting as a lead or as part of a technical team
  • Customer service experience
