Summary:
The Engineering Technician is under the direction of the Assistant Director of Engineering
- Development. The Engineering Technician is responsible for the review of plans and inspections, as necessary, for compliance with the technical codes adopted by St. Tammany Parish on behalf of the Department of Engineering. The Engineering Technician may be responsible for working with Code Enforcement to conduct field investigations for the enforcement of Parish Ordinances, and assisting Code Enforcement’s presentation of drainage related cases before the Administrative Hearing Officer.
Essential Job Functions
:
- Review development engineering plans for compliance with Parish requirements. Perform periodic and final inspections on commercial property and subdivision developments.
- Inspect installation of roadways, utilities and drainage to confirm it is completed and done correctly. Respond and inspect situations where complaints have been received. Inspect construction sites to confirm that storm water drainage is correctly prepared. Inspect sub-surface drainage by property owners.
- Assist Code Enforcement in inspecting and posting Code Enforcement cases related to drainage. Document results of inspections via the creation and maintenance of all paperwork, including correspondence, and maintenance of comprehensive computer records management system. Provide court testimony, as needed, at Administrative Hearings. Provide support and resolution recommendations on Code Enforcement Cases.
- Regular, consistent attendance is required
- Any other development related duties as assigned
Competencies: Employee must be able to operate basic office equipment, office computer and software, and any other specialty equipment needed for the position. Must be able to become familiar with ordinances and code regulations to interpret and direct enforcement on behalf of St. Tammany Parish, and be able to become familiar with all paperwork requirements. Employee must have strong verbal and written communication skills and organizational skills.
Must be able to communicate clearly with staff and public and provide clear, concise, and accurate information and excellent organizational and time management skills.
Work Environment
:
The incumbent works in a typical office environment, but will also work in outside field areas of land which may include swampy and wet conditions and uneven surfaces. The incumbent may be exposed to wildlife and bugs in the environment.
Physical Demands
:
Medium work. Medium work involves lifting no more than 50 pounds at a time with frequent lifting, lowering, pulling, pushing and carrying of objects weighing up to 25 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work. Must be able to bend, stoop, kneel and climb in order to complete various job duties.
Must be able to stand, sit and walk for extended periods, sometimes on uneven or rough terrain in various weather conditions.
Required Education/Qualifications
: A high school diploma or equivalent GED required. Employee must become familiar with codes, laws and ordinances under the jurisdiction of the Engineering Department. Must have a valid driver’s license. Must possess strong oral and written communication skills, strong organizational and time management skills, ability to multi-task, follow through and perform on a deadline, equal ability to work independently and with others, ability to work effectively with the public, and ability to prioritize work.
