Job Description and Duties

The Department of Toxic Substances Control (DTSC) Hazardous Waste Management Program is looking for an Analyst II to join our team! Use your strong analytical and research skills to help protect the environment and the safety of Californians. We are searching for individuals that are interested in reviewing federal and state hazardous waste regulations to maintain DTSC’s Resource Conservation and Recovery Act (RCRA) authorization.

As an Analyst II you will have the opportunity to:

  • Coordinate with DTSC programs and the U.S. Environmental Protection Agency (U.S. EPA) on the preparation of applications for federally issued hazardous waste grants, management assistance including the RCRA grant
  • Work independently with various technical and management staff, Fiscal Planning and Contracting Services, and the U.S. EPA to develop, consolidate, transmit and track grant packages and supporting documentation from the various programs within DTSC
  • Draft, coordinate, compile and edit grant work plans from the various programs and work with Administrative Services to develop supporting fiscal data
  • Independently review, analyze, track, and monitor federal regulations implemented or in the process of being implemented by U.S. EPA under the authority of RCRA affecting California’s hazardous waste management programs, including, but not limited to: site mitigation and restoration, enforcement, and permitting programs
  • Determine if current state regulations are at a minimum equivalent to maintain DTSC’s authorization for HWMP activities

Desirable Qualifications We Look For:

  • Strong analytical and research abilities
  • Experience providing reports and data analysis
  • Ability to build and maintain positive professional relationships with staff at all levels of the organization
  • Experience written communication (memos, white papers, publications, fact sheets, FAQs, formal letters, etc.)
  • Ability to manage and appropriately prioritize assignments of multiple projects
  • Knowledge of modern office methods and equipment, including experience with personal computers utilizing Microsoft Outlook, Word, Excel, Power Point
  • Experience in oral communication (conducting outreach, training, stakeholder meetings, public presentations, etc.)

Working Conditions

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. For more details, please   .
