The California Governor’s Office of Emergency Services (Cal OES) is looking for a dynamic, mission-driven Emergency Services Coordinator (ESC) to join our team in the Emergency Support Functions Planning Unit (EFPU). In this key planning role, you won't just study state plans—you will lead them. From authoring vital state guidance on public health and extreme temperature planning to serving as the primary liaison between state, federal, tribal, and local partners, your work will directly protect California communities when it matters most.

The Emergency Support Functions Planning Unit (EFPU) collaborates with federal, state, tribal, local, and whole-community partners to develop and maintain key statewide emergency plans, annexes, and policy guidance—including the California State Emergency Plan (SEP), California Emergency Support Functions (CA-ESFs), public health and medical, mass care, education, animal/agricultural planning, and state Administrative Orders.

Under the general direction of the Program Manager I, the Emergency Services Coordinator (ESC) works with minimal oversight to lead complex, sensitive emergency planning projects and support Planning Division goals. Key responsibilities include serving as a subject matter expert, facilitating interagency coordination, drafting and reviewing technical work products, analyzing legislation, mentoring staff, delivering formal presentations, and building/participating in exercises.

Working Conditions

In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
