A Brief OverviewThe Vice President, State Governmental Affairs is responsible for developing and leading RGA's state‑level government relations strategy across the United States, including at the National Association of Insurance Commissioners (NAIC). This role provides enterprise leadership on legislative and regulatory engagement within a highly regulated environment, with a focus on protecting RGA's business interests, managing regulatory risk, and supporting long‑term growth. Contribute to federal and international government relations programs as part of a versatile government relations team.
The Vice President serves as a strategic advisor and represents RGA with senior policymakers, regulators, and industry stakeholders.
- Lead and execute RGA’s state government relations strategy in alignment with enterprise objectives and risk management priorities.
- Represent RGA at legislative hearings, regulatory meetings, rule makings, and other forums, including NAIC national meetings.
- Monitor, analyze, and influence model laws, state legislation and regulation, and administrative actions impacting insurance and reinsurance.
- Serve as RGA’s senior representative with the NAIC, state legislators, governors’ offices, state insurance departments, and other state government agencies.
- Advise executive leadership on state public policy developments and their implications for financial performance, capital and solvency, financial regulation, operations, data privacy, artificial intelligence (AI), and compliance. Partner closely with colleagues across the enterprise to ensure aligned advocacy positions and messaging.
- Identify emerging legislative, regulatory, political, and reputational risks; recommend proactive mitigation strategies.
- Assist with federal government relations and international government relations as part of a versatile government relations team.
- Provide oversight and strategic direction for external lobbyists, consultants, and trade association engagement across multiple states.
- Prepare and deliver executive‑level briefings, testimony, regulatory comment letters, and policy position statements.
- Ensure compliance with all applicable state lobbying, ethics, disclosure, and pay‑to‑play laws. Uphold RGA’s values, reputation, and ethical standards through transparent and principled government engagement.
- Bachelor’s Degree in Arts/Sciences (BA/BS) required
- Advanced degree (JD, MBA, MPA, or equivalent) and relevant professional designations preferred
- 10+ Years of progressive experience in government relations, legislative affairs, public policy, or regulatory engagement required
- Significant experience working within a highly regulated industry, preferably insurance or financial services required
- Experience with the Missouri Department of Commerce & Insurance or other relevant Missouri government agencies preferred
- Experience with the New York Department of Financial Services preferred
- Experience with the Bermuda Monetary Authority and the Barbados Financial Services Commission preferred
- Experience supporting insurance or reinsurance organizations preferred
- Prior experience working in or closely with the NAIC, state legislatures, regulatory agencies, or governors’ offices preferred
