This position is responsible for coordinating extensively with City departments, regional mutual aid partners, vendors, contractors, and volunteer organizations on resource management and logistics matters. The EM Specialist
- Logistics Coordinator serves as primary point of contact for logistics-related inquiries during steady state operations and as Logistics Section Chief during EOC activations.

Essential Functions And Responsibilities Resource Management and Inventory Control
  • Serves as CEMA's primary resource management specialist responsible for maintaining comprehensive inventories of emergency supplies, equipment, and materials necessary for disaster response operations. Develops and implements a resource tracking system that accounts for all CEMA assets including location, condition, maintenance status, and deployment history. Conducts regular physical inventories and reconciles discrepancies between recorded and actual stock levels.
  • Establishes and maintains the CEMA emergency supply cache, ensuring adequate quantities of essential response materials including personal protective equipment, communications equipment, shelter supplies, generators, lighting, and other critical resources. Develops inventory reorder points and procurement triggers to prevent stockouts of essential items. Coordinates the rotation of perishable supplies and scheduled replacement of equipment reaching end-of-life.
  • Creates and maintains resource typing documentation in accordance with NIMS standards, ensuring all CEMA resources are properly categorized for mutual aid deployment. Develops resource request and tracking procedures that enable accurate accounting during emergency activations. Maintains the agency's resource database within WebEOC or equivalent emergency management information system. Produces regular inventory status reports for agency leadership and identifies resource gaps requiring budget consideration.
Vendor

Relations and Emergency Procurement
  • Develops and maintains relationships with vendors, contractors, and suppliers capable of providing emergency goods and services during disaster response. Identifies and pre-qualifies vendors for critical supply categories including food service, equipment rental, fuel delivery, debris removal, and emergency construction services. Negotiates and maintains standby contracts and emergency purchasing agreements that enable rapid procurement during activations.
  • Coordinates with City Procurement Services to ensure CEMA emergency purchasing procedures comply with municipal regulations while enabling the expedited procurement necessary during disasters. Develops emergency procurement protocols including delegation of purchasing authority, documentation requirements, and approval workflows. Maintains current knowledge of cooperative purchasing agreements, state contracts, and federal procurement vehicles available for emergency use.
  • Creates and maintains a vendor contact database with 24/7 emergency contact information, product/service capabilities, delivery time frames, and pricing structures. Conducts periodic vendor outreach to verify continued capability and update contact information. Coordinates vendor participation in exercises to validate emergency supply chain procedures. Researches and evaluates new vendors and products that could enhance CEMA's logistics capabilities.
