Under the supervisor of the Human Resources Manager, designs, develops and delivers strategic employee learning and development programs including, but not limited to, management and leadership development, onboarding, and career development through various modalities including presentations to large or small groups, e-learning and interactive sessions, etc. Coordinates the Talent Management System (TMS) including serving as an expert to support users, maintenance, updates, and operations.
DutiesRecommends, designs, develops and implements innovative learning and development programs that support the full employment lifecycle, including onboarding, career development, wellness, succession planning, and management and leadership development. Program development and delivery facilitated both on-line and in person. Develop, administer, analyze and report on program assessments and post survey data following training events.
Career Readiness Skills Assessment for Student Employees
-Design curriculum and training for in-person and Canvas base training for student employees. Provide student employees and student leaders with skills transcripts. Develop matrix and rubrics for assessing skills development in partnership with AS Assessment Coordinator and campus partners i.e. Career Center, Institutional Research etc. Design, develop and implement 12-month managers training programming for current and any new employees. Responsible for development of on-boarding schedule for any executive employee.
Assist staff with departmental training. Coordinates annual employee training (Summer and Winter). Design, develop and implement DEI training for all employees. Report information broadly to campus and others within higher education.
Assesses needs, analyzes gaps, researches best practices, and partners with Human Resources colleagues and College management to identify, develop and implement successful and innovative learning and development programs. Assign, monitor and report on mandatory compliance training requirements for employees.
Partners with staff managers in executing and tracking the new hire staff onboarding checklist.
Develops and implements program processes and procedures, maintains records and tracks outcomes. Utilizes adult learning theory to provide customized learning opportunities. Continually monitors and evaluates effectiveness of programs and makes needed adjustments. Coordinates learning and development program activities including forming committees, scheduling, event logistics and vendor relations.
Coordinates operation and use of the Talent Management System (TMS) and provides systems support to all users and resolves systems issues and works with vendors as needed. Develops integrated talent/performance/learning reports, dashboards and portals in support of the learning organization, and ensures TMS data is leveraged within the organization. Serves as the data custodian of the TMS, uses technical savvy to provide support to internal and external clients ensuring user experiences are positive and creates resources providing information and services.
Develops and maintains annual Human Resources events & training activities calendar.
Identifies, develops and offers training in the use of online resources and technologies to support organizational development. Maintains technical expertise and knowledge of best practices in online educational trends, changes and developments, and service strategies. Recommends new approaches, modifications or changes that will improve efficiency and/or effectiveness. Ensures programs are accessible and compliant with Americans with Disabilities Act (ADA) standards for compliance outlined by the CSU, Campus and regulations.

QualificationsMinimum Qualifications
- Bachelor’s degree in Organizational Development, Human Resources, Education, Educational Leadership, Business or related field.
- At least four years of related experience required.
