The Director of Human Resources at North Kern South Tulare Hospital District (“District”) provides strategic and operational HR leadership for the organization’s Delano District Skilled Nursing Facility (DDSNF) and Gloria Nelson Center (GNC). This role ensures compliance with federal, state, and local healthcare regulations while supporting recruitment, retention, workforce development, employee relations, and organizational culture. The HR Director partners with leadership to align human capital strategies with patient care quality, regulatory compliance, and organizational goals in a rural healthcare environment.
Duties/Responsibilities:
- Provide strategic leadership and oversight of all human resources functions for the Delano District Skilled Nursing Facility (DDSNF) and Gloria Nelson Center (GNC).
- Develop, implement, and maintain HR policies, procedures, and practices in compliance with federal, state, local employment laws, healthcare regulations, and applicable collective bargaining agreements (CBAs).
- Ensure compliance with regulatory requirements, including CMS, California Department of Public Health (CDPH), Department of Labor (DOL), EEOC, OSHA, HIPAA, FMLA, ACA, and other governing agencies.
- Lead and oversee recruitment, hiring, onboarding, and orientation processes for clinical and non-clinical staff, with a focus on addressing rural healthcare workforce challenges.
- Oversee employee credentialing, licensure verification, background checks, and ongoing compliance for all positions.
- Serve as a trusted advisor to leadership and management on union-related matters, employee relations, performance management, disciplinary actions, and conflict resolution.
- Collaborate with union representatives to ensure HR policies, disciplinary actions, and employment practices comply with CBAs.
- Conduct and oversee investigations related to employee complaints, grievances, and workplace issues, including union grievances, ensuring consistency and legal compliance.
- Manage performance evaluation processes, corrective action plans, and employee development initiatives in accordance with union agreements where applicable.
- Oversee compensation and benefits programs to ensure internal equity, market competitiveness, and compliance with CBAs.
- Collaborate with Finance and Payroll to ensure accurate payroll processing, wage and hour compliance, and benefits administration, respecting union agreements.
- Ensure completion and tracking of required training, including HIPAA, OSHA, infection control, abuse prevention, workplace safety, and union-mandated education programs.
- Prepare and maintain HR records, reports, and metrics related to turnover, vacancies, compliance, and workforce trends.
- Lead HR participation in surveys, audits, and inspections conducted by regulatory and accrediting agencies.
- Develop and manage the Human Resources departmental budget.
- Maintain confidentiality and safeguard sensitive employee, union, and organizational information.
- Prepare and present HR reports, updates, and recommendations at Board of Directors meetings, including workforce metrics, policy changes, and labor relations updates.
- Perform other duties as assigned in support of District operations and objectives, ensuring alignment with union agreements and labor laws.
- Strong knowledge of HR functions, employment law, and healthcare regulations (CMS, CDPH, HIPAA, OSHA, FMLA).
- Experience managing unionized work forces and understanding collective bargaining agreements.
- Ability to develop HR strategies that support workforce planning, recruitment, retention, and organizational goals.
- Experience presenting HR metrics and updates to executive leadership and the Board of Directors.
- Excellent communication, conflict resolution, and employee relations skills.
- Proficiency with HRIS, payroll systems, and Microsoft Office.
- Ability to maintain confidentiality, make sound decisions, and manage multiple priorities in a rural healthcare environment.
- Education: Bachelor’s degree in human resources, Business Administration, Healthcare Administration, or a related field required;
