Maintains and enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. The human resource manager is directly responsible for the overall administration, coordination, and evaluation of the human resource function; this includes promotion of the organizational culture.
Duties and Responsibilities- Attracts top talent to fill all open positions.
- Develops and administers various human resource plans and procedures for all company personnel.
- Supports all activities of the various departments, including participation in developing department goals, objectives, and systems.
- Implements and annually updates the compensation program through labor market analysis.
- Reviews and rewrites job descriptions as necessary; monitors the performance evaluation program and revises as necessary.
- Develops, recommends, and implements personnel policies and procedures; through Chemehuevi Tribal Council approval; maintains handbook on policies and procedures.
- Performs benefits administration to include claims resolution, change reporting, and approval of invoices for payment; regularly evaluates employee benefit programs and makes recommendations as needed.
- Conducts recruitment effort for all exempt, nonexempt, seasonal, and temporary workers; prepares and places advertisements; works with managers to screen and interview candidates, conduct new‑employee orientations; monitors career‑path program and employee relations counseling; conducts exit interviews.
- Establishes and maintains department and all employee records and reports.
- Learns and administers Chemehuevi TERO Ordinance.
- Participates in staff meetings and attends other meetings, such as seminars.
- Maintains employee directory.
- Evaluates reports, decisions, and results of department initiatives in relation to established organizational goals.
- Recommends improvements to employee relations, policies, and procedures. This position ensures all employee‑related policies align with tribal, casino, hotel, restaurant, and departmental goals.
- Measures employee morale and determines methods for improving overall employee satisfaction.
- Ensures compliance with all federal, state, and local employment laws.
- Available to work weekends and holidays as required.
- Must be able to perform any and all other duties as assigned by management.
- Minimum bachelor’s degree in human resources or equivalent experience.
- Prefer 3 years of experience as human resource manager or 5 years as a generalist; PHR and/or SHRM‑CP preferred.
- Exceptional interpersonal communication skills.

Occasionally reach, bend, and sit for prolonged periods. Must be able to lift 20 pounds with occasional lifting of more than 35 pounds, assisted. Ability to manage stress appropriately, make decisions under pressure, and manage anger, fear, hostility, and violence of others appropriately. The position requires the ability to process information using computer methods and technology, at times for more than 50% of the work time.
Must be able to move chairs, tables, and props used for events as necessary.
