Higginsville Habilitation Center (HHC) is recruiting for a Human Resource Manager for the Personnel Office, domiciled in Higginsville, to be a part of a highly effective team that supports over 300 employees, that makes a difference in the lives of adults with developmental disabilities. HHC is a state operated program within the Department of Mental Health and supports 40+ individuals receiving 24/7 services in a group home setting.

Human Resource Manager must be detailed orientated, work well with others, have good time management skills, possess leadership skills, have excellent written and verbal communication skills, be proficient with Microsoft Office and other computer programs, possess skill in operating office equipment and willing to travel.

Responsibilities

The Human Resource Manager is responsible for overseeing personnel and daily operations of the human resources department. The Human Resource Manager position is a management position accountable for overall human resources management for the agency. This person will be accountable for planning and implementing agency human resources programs and procedures within statewide policies related to recruitment and selection, classification, salary administration, benefits, appointments, performance evaluation, training and development, employee engagement, grievances, disciplinary investigations, equal employment opportunity/civil rights, and labor relations.

They will ensure work is completed in compliance with relevant federal and state laws. This person will provide expert advice to those who administer human resources programs and procedures within agency policies and procedures, rules and regulations, and federal and state laws. They will supervise and be a positive support for the Personnel department and other teams within our organization.

Additionally, this person will have knowledge of the principles and practices of public personnel administration. This person will have the ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.

Preferred Qualifications
  • A thorough understanding of federal, state and local employment laws.
  • Navigating sensitive personnel issues objectively while maintaining strict confidentiality.
  • Excellent communication skills and ability to provide guidance to other employees and supervisors.
  • Fostering a positive workplace culture, managing conflict, ensuring clear communication, and nurturing mutual trust between all staff.
  • Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed)

Salary
  • $79,737.36 annually or $3,322.39 per pay period
Schedule

Scheduled to work 8:00 am to 4:30 pm with Saturday and Sunday as days off, flexible as needed.
