Information Systems Security Officer (ISSO)
The ISSO is responsible for ensuring the appropriate operational security posture is maintained for 49 TES information systems and as such, works in close collaboration with the Information Systems Security Manager (ISSM) and Government SAP Security Officer (GSSO). The position shall have the detailed knowledge and expertise required to manage the security aspects of an Information System and is assigned responsibility for the day-to-day security operations of a system.
This also will include physical and environmental protection, personnel security, incident handling, and security training and awareness. The ISSO will be required to work in close coordination with the ISSM and GSSO in monitoring the information system(s) and its environment of operation to include developing and updating the authorization documentation and implementing configuration management across authorization boundaries. This will include assessing the security impact of those changes and making recommendations to the ISSM.
The ISSO will provide “day-to-day” support for Collateral, Special Access Programs (SAPs), and Sensitive Compartmented Information (SCI). Systems may include Non‑classified Internet Protocol (IP) Router Network (NIPRNET), Secret Internet Protocol (IP) Router Network (SIPRNET), Top Secret‑Collateral network, Strategic Automated Command & Control System‑Secure Desktop Terminal (SACCS‑SDT), Joint World‑Wide Intelligence Control System (JWICS) network, Video Teleconference (VTC), Special Access Program (SAP) network/video equipment, Audio/Video Matrix, and other systems.
Requirements
The contractor shall provide a full-time equivalent (FTE) to support the Unclassified, Secret, Sensitive Compartmented Information (SCI), and Special Access Programs (SAP) information systems and networks. The ISSO will be responsible for the development, organization, and maintenance of Operational Test and Evaluation information systems, including the hardware, software/firmware, and security requirements required to support flight planning portion of the Long-Range Stand‑off (LRSO) missile tests.
The contractor will be responsible for the following:
- The contractor shall be responsible for all required IT systems technical security certifications and accreditations, such as an Authority to Operate (ATO), and will maintain all completed packages on file. Draft, review, and update Risk Management Framework (RMF) packages required for achieving an ATO for emerging systems; conduct semi-annual reviews of each RMF package as required by the 53rd WG/AP inspections.
Also, the contractor will inform the Special Security Officer (SSO) whenever a change is made to classified equipment, i.e., swapping servers, hard drives, PC’s, etc. - Report all cybersecurity incidents to the local GSSO immediately upon notification/no later than 12 hours from initial report; document all event details concerning the event and quarantine all affected systems from the network.
- Provide support for implementing and enforcing information systems security policies, standards, and methodologies; conduct continuous monitoring activities for authorization boundaries under your preview. Support Network administration by troubleshooting/correcting issues when problems arise, conduct modifications, upgrades, and contingency/exercise support when needed.
- Maintain records on workstations, servers, routers, firewalls, intelligent hubs, network switches, etc. to include system upgrades; develop both physical and logical topologies for network accreditation.
- Perform VTC scheduling and support for the commander and senior staff. VTC support shall include ensuring VTC equipment, computers, and video matrix systems are functioning properly.
- Evaluate security solutions to ensure they meet security requirements for processing classified information; conduct security impact analysis activities and provide to the ISSM on all configuration management changes to the authorization boundaries.
