Salary: $11,437.00 – $14,315.00 per month (New to State candidates hired at minimum salary of classification or minimum of alternate range)
OverviewUnder the general direction of the Chief, Office of Performance and Innovation (Supervising Transportation Engineer), the incumbent leads innovation for Caltrans’ e‑Construction and digital delivery efforts. The role supervises staff who develop and support enterprise construction contract management systems, including Contract Administration System, Internet Extra Work Bill System, Electronic Weekly Statement of Working Days, and data visualization and reporting tools. The incumbent also leads the development of policies and procedures supporting e‑Construction through coordination with districts and other divisions, manages statewide payments to contractors, establishes and publishes equipment rental rates, and handles internal and external requests for data and information.
Responsibilities- Lead and supervise staff in the development and support of enterprise construction contract management systems.
- Develop policies and procedures that support e‑Construction initiatives in collaboration with districts and other Caltrans divisions.
- Manage statewide contractor payments and establish equipment rental rates.
- Coordinate internal and external requests for data and information.
- Oversee the implementation of digital delivery tools, including BIM platforms and data visualization systems.
- Ensure compliance with Caltrans, state, and federal regulations and best practices.
- Support telework arrangements as allowed by Caltrans policy and report to headquarters as needed.
- Travel may be required; reimbursement will be provided per CalHR regulations.
- Valid California driver’s license for operating state‑owned or leased vehicles.
- Eligible for hire based on the Senior Transportation Engineer exam score or state examination list status.
- Knowledge of federal, state, and local construction procurement and contract management processes.
- Experience leading multidisciplinary teams and implementing digital delivery tools.
- Strong written and verbal communication skills; ability to produce clear, concise written documents.
- Experience with SOQ (Statement of Qualifications) submission and formatting requirements.
- Valid transcript or diploma supporting education requirements for exam eligibility.
