The Executive Director is responsible for the overall leadership, management, and strategic direction of North Kern South Tulare Healthcare District ("NKSTHD"), and its affiliated entities including Gloria Nelson Family Clinic ("GNC Family Clinic") and Delano District Skilled Nursing Facility ("DDSNF"). This role is responsible for the effective administration of all programs and services, ensuring high standards of care, regulatory compliance, financial sustainability, and alignment with community health needs.
The Executive Director directs day-to-day operations, oversees staff and contractors, and ensures efficient and patient-centered service delivery across all facilities. Working in close collaboration with the Board of Directors, this position plays a key role in developing and implementing the District’s long‑term goals, annual budgets, and operational policies aimed at improving health outcomes and organizational performance.
Supervisory Responsibilities- Operates the facility in accordance with federal, state, and professional standards and regulations, maintaining licenses and certification.
- Supervises and oversees staffing to ensure that proper standards are met.
- Thorough understanding of and support for the skilled nursing facility philosophy.
- Excellent interpersonal skills to relate effectively to staff, patients, families, and the community. Duties/ Responsibilities:
- Provides overall executive direction of day-to-day and long-term operations and activities of the District, organizing and assigning responsibilities, and directing and overseeing the management provided by subordinate managers.
- Collaborates with the governing board to establish long-term strategic goals, objectives, and policies for the district and healthcare facilities.
- Oversee the development and implementation of operational policies and procedures for both the district and healthcare facilities.
- Ensures all programs, services, and healthcare facilities comply with federal, state, and local laws and regulations.
- Oversee the daily operations of the rural health clinic and skilled nursing facility, ensuring high-quality patient care, compliance with healthcare regulations, and a safe environment for residents and staff.
- Manage and ensure the facility’s compliance with state and federal healthcare regulations, licensing requirements, and industry best practices.
- Work closely with medical staff, including physicians, nurses, and other healthcare professionals, to ensure the effective delivery of health services to the community.
- Develop and implement strategies to improve the quality of care, patient satisfaction, and operational efficiency at the healthcare facilities.
- Within guidelines established by the Board, directs the establishment of overall strategic plans, long-term goals, and objectives for the district’s operations, services, and healthcare facilities.
- Keeps the Board of Directors advised of District activities, laws, issues, or problems that may affect District operations, ensuring that the Board is fully informed about critical matters.
- Represents the Board of Directors and the District in contact with various federal, state, and local government agencies, community groups, businesses, and other professional organizations to build and maintain relationships and ensure the District’s interests are represented.
- Negotiates a variety of contracts and agreements on the District’s behalf, including those for healthcare services, facility management, and operational partnerships.
- Provides general direction on the design, construction, operation, and maintenance of District facilities, including the rural health clinic and skilled nursing facility.
- Oversees preparation and implementation of the annual District budget, including budgets for the rural health clinic and skilled nursing facility, ensuring appropriate allocation of resources and effective cost control.
- Monitors financial performance, conducts audits, and ensures the district’s fiscal health, while seeking grants and funding opportunities to support district programs and healthcare services.
