Description

Alliance Water Resources is a growing water and wastewater contract operations company with an open Local Manager II position located in the Elsberry, MO area.

Plans, manages, organizes, and evaluates the operation of the water and wastewater treatment facilities, as well as aiding management in areas of expertise. This position has supervisory and administrative responsibilities.

Essential Functions
  • Supervise and/or participate in the operation of the water utility, including any ancillary operations, laboratory work, control systems, devices, billing functions, and all phases of maintenance and repair to ensure that day-to-day duties are successfully completed.
  • Authorize the purchasing of materials according to company guidelines; assist with client purchases as requested.
  • Attend and/or facilitate monthly client board meetings; assure that the needs of the client are in compliance with contract obligations; implement policies set by the client.
  • Prepare the draft annual budget; control inventory and the expenditure of budgeted funds to ensure divisional goals are achieved.
  • Plan, present, and follow through on long‑term planning and contract renewals per Division Manager’s instructions.
  • Evaluate the work of supervisors and/or administrative staff, review work of all employees.
  • Review staffing needs, and recommend personnel actions such as hiring, salary adjustments, promotions, transfers, and terminations according to company policy and procedure.
  • Administrate corporate policies and procedures according to specifications.
  • Investigate and take appropriate action in response to citizen or agency complaints or inquiries; develop, recommend, and/or initiate improvements to eliminate problems; direct remedial action as appropriate; settle disputes, as necessary.
  • Oversee the accurate and timely preparation of paperwork including the reporting of monthly operating summaries, state permit reports, payroll timesheets, and any additional reports and invoices as required; receive reports and information required to meet divisional operating objectives.
  • Direct and manage divisional projects to ensure that projects are completed according to specifications and that time commitments are met; review plans and specifications as requested.
  • Ensure water and/or wastewater systems are in compliance with federal, state, local and company regulations; coordinate with regulatory entities to ensure compliance.
  • Participate in professional waterworks association(s), federal, state and/or local meetings to keep abreast of new technology.
  • Assure that proper safety standards and precautions are followed; oversee effective safety programs.
  • Maintain harmonious and effective working relationships with supervisors, co‑workers, clients, representatives from other agencies, vendors, contractors, and the general public.
  • Develop and successfully complete authorized management objectives on an annual basis.
  • Promote corporate business development by furnishing prospect leads, participating in client calls, site evaluations, proposal development, and/or startup activities.
  • Perform related duties as needed or assigned.
Requirements
  • Five years of progressively responsible experience relating to water and/or wastewater systems, including considerable supervisory experience.
  • Three years of specialized training in water and/or wastewater
    • Or any combination of education and experience which would provide the following knowledge, skills, and abilities.
  • DSII;
    Water Treatment C
  • WW Treatment C
  • Valid Driver’s License with ability to obtain good standing.
Knowledge, Skills, and Abilities
  • Knowledge of proper operational practices, methods, and procedures related to water and/or wastewater treatment.
  • Knowledge of effective supervisory practices and techniques.
  • Thorough knowledge of equipment and material needs and maintenance practices and standards relating to water and/or wastewater treatment and distribution.
