Incumbent in this position reports to the Assistant Director of Landside Operations and performs complex duties related to the operation, maintenance, repair, and replacement of climate control mechanical systems, which service the Airport's terminals, concourses, Lindbergh Tunnel, and outlying facilities. This position is responsible for the operation and maintenance of all air handlers, pumps, chillers, boilers, rooftop units, exhaust systems, glycol recovery systems, and the heating, ventilation, and air conditioning systems associated with the Airport.

• Plans, assigns, and supervises, through supervisory personnel, the operations, maintenance, and engineering workers in the operation and maintenance of two power plants and outer buildings.
• Ensure facilities are operated in accordance with all applicable operational and regulatory requirements and best utility practices.
• Responsible for performing preliminary investigations relating to Indoor Air Quality concerns and as required by the relevant Environmental Health and Safety procedures.
• Performs inspections of buildings, machinery, and equipment and provides recommendations for future capital improvement projects.
• Responsible for the overall physical appearance and condition of equipment, buildings and grounds.
• Reviews repair work for proper performance.
• Reviews and approves recommendations concerning alterations and improvements to the plant.
• Maintains the environmental conditions within the airport facilities.
• Analyzes the fluctuations in usage of utilities.
• Reviews staffing, material and equipment needs for the Climate Control Department.
• Responsible for staffing and the productivity of approximately 37 employees, including Supervising Stationary Engineers, Stationary Engineers, Mechanical Maintenance Foreman, Mechanical Maintenance Workers, Assistant Mechanical Maintenance Workers, HVAC Foreman, HVAC Mechanics, Electronic Technician Supervisor, Electronic Control Systems Technicians, and administrative support staff.
• Plans, organizes, and guides the work units’ operations, prioritizes projects, and coordinates with other Airport departments.
• Responsible for annual service ratings for employees, recommends potential disciplinary actions, responds to department employee issues, provides feedback to employees, and participates in stages of the hiring process.
• Reviews training requirements for the department, and recommends training opportunities, and encourages staff development.
• Analyzes and researches costs of materials, supplies and equipment.
• Monitors budget, prepares purchase requests, and makes recommendations to senior management regarding annual budget.
• Responds to emergency situations and resolves equipment failure problems.
• Responsible for performing preliminary investigations relating to Indoor Air Quality concerns and as required by the relevant Environmental Health and Safety procedures.
• Coordinates, assists, and interacts with service contractors assigned to the A/C Chiller Repair and Maintenance Services contract and the Boiler Control and Repair Services contract.
• Assists in planning airport expansion/construction projects related to HVAC and other systems maintained by the Airport's Climate Control Department.
• Assists with solicitation of bids for the repair, maintenance, and/or replacement of major equipment; reviews bids and price quotes; makes recommendations to senior management.
• Utilizes a computerized work order and asset management system (City Works), and ensures employees are utilizing City Works computerized work orders to capture all repair and maintenance work performed.
• Monitors preventative maintenance program and associated work orders, and identifies assets for inclusion into the preventative maintenance program.
• Responsible for managing, adding, and removing assets from computerized work orders in City Works.

  Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.

  Requires the ability to manage and direct a large group of employees, which include first-line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
