Position SummaryThe Executive Director serves as the chief administrative and strategic leader for the Workforce Development Board of North Missouri. This position is responsible for the administration, operational oversight, and strategic direction of federal, state, and local workforce development programs across the region.
Essential FunctionsDuties and responsibilities include but are not limited to
- Serve as liaison between the Workforce Development Board, the state, chief local elected officials (CLEOs) and North Central Missouri College.
- Manage Board staff in alignment with North Central Missouri College policies.
- Provide general oversight to the North Missouri One-Stop Job Center system.
- Work with the Board to develop and implement the Local Region’s Workforce Development Plan
- Work with the Board, Committees, and Elected Officials to prepare agendas and coordinate meetings.
- Facilitate the procurement and contract oversight of the Region’s service providers.
- Develop and manage budgets.
- Oversee program implementation and assess program outcomes.
- Maintain the Board’s policy manual and governing documents.
- Ensure the Board is operating in compliance with Federal and State regulations and policies.
- Create relationships with the region’s employers to build trust and increase utilization of the public workforce system.
- Provide oversight to the region’s business services staff.
- Attend training and meetings to meet goals of the Region’s elected officials and Board.
- Ensure the Board’s programs remain high performance, and impactful to the region, by monitoring outcomes, including federally negotiated performance goals.
- Be a spokesperson and advocate for rural workforce development needs.
Bachelor's degree and/or multiple years of experience which must include a combination of managing personnel in state-related programs preferred.
ExperienceExperience working with volunteer Boards, as well as following and implementing federal/state regulations is preferred.
SkillsMust be forward thinking and possess the ability to support a vision by strategically working with many different types of groups and formulate consensus from many expressed viewpoints. Strong organizational and communication skills, ability to manage personnel, and maintain a high degree of integrity and confidentiality.
Physical DemandsMoving about in buildings and on the NCMC campuses; reaching, pulling, and pushing when performing office duties; remain stationary at a desk for extended periods while working on a computer and answering phones; traveling in a car from one location to another; ascending and descending stairs; able to do repetitive tasks.
Environmental DemandsFluctuations while moving on tile and carpeted floors in a heated and air-conditioned environment.
