is seeking qualified candidates to fill emergency Administrative Manager 10, ISD vacancies related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Administrative Manager 10, ISD.

• Plans, organizes, directs, and evaluates ISD's enterprise operational readiness, disaster services, emergency management, and continuity programs and strategies to strengthen the Department's ability to anticipate, prepare for, respond to, and recover from operational disruptions and County emergencies.
• Supervises and provides direction to assigned staff responsible for operational readiness, continuity planning, emergency preparedness, and related activities by establishing priorities, assigning and reviewing work, evaluating performance, and ensuring program objectives are achieved.
• Provides management oversight during significant operational incidents by directing departmental coordination activities, bringing together appropriate subject matter experts and service areas, assessing operational impacts, establishing response priorities, and supporting executive decision-making.
• Directs the Department's Continuity of Operations Program (COOP), including identification of mission-essential functions, continuity and recovery planning, evaluation of operational dependencies and risks, and implementation of strategies to minimize disruption of critical services.
• Advises departmental leadership on emergency preparedness, continuity, operational risks, and incident response through executive briefings, situation reports, assessments, and recommendations to support timely and informed management decisions.
• Establishes and maintains collaborative partnerships across ISD service areas and with appropriate County departments and external agencies to ensure disaster services and operational readiness activities are coordinated and support effective communication, resource management, and organizational responsiveness.
• Directs and evaluates emergency exercises, simulations, and readiness activities; leads after-action reviews; identifies program deficiencies and emerging risks; and directs implementation of approved corrective actions and operational improvements.
• Evaluates the efficiency and effectiveness of disaster services and operational readiness programs and recommends changes to policies, procedures, staffing, resources, and program strategies necessary to strengthen organizational resilience and operational performance.

Four years of experience involving the investigation, analysis, and resolution of complex administrative, operational, strategic planning, organizational improvement, governmental, or similar problems, including experience managing, coordinating, or providing direction for a section, program, project, or staff. Two years of the experience must have been in incident response or related field*, involving the assessment of risk and operational impact or the evaluation and development of action plans, communication strategies, and/or response and continuity planning.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
