DEFINITION
Under general direction, plans, organizes, assigns, reviews and supervises the work of responsible for the installation, construction, maintenance, operation and repair of water treatment and distribution pumping, production, storage, and disinfection systems and/or electrical and instrumentation systems; ensures that assigned operations comply with applicable laws, regulations, policies, procedures, and standards; provides complex staff assistance to the Director of Operations and Maintenance;
and performs related duties as required.
This is the supervisory-level class in the Water Systems series that exercises independent judgment on diverse and specialized water treatment and distribution maintenance functions with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing and evaluating the work of assigned staff, organizing and overseeing day-to-day functions and operations, and providing professional level support to the Director of Operations and Maintenance in a variety of areas.

Duties may include, but are not limited to, the following:
- Plans, organizes, assigns, supervises, and reviews the work of assigned staff trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes and reviews with appropriate management staff; implements improvements.
- Participates in annual operating and capital improvement budget preparation; identifies resource needs and prepares detailed cost estimates with appropriate justifications; monitors expenditures; receives and reviews invoices and creates purchase orders.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, and files.
- Oversees and supervises the installation, construction, maintenance, operation and repair of water treatment, distribution, electrical, and instrumentation facilities and equipment, including disinfection, pumping, production, storage and treatment systems.
- Establishes preventive and predictive maintenance procedures and schedules to ensure the reliability of a wide range of equipment such as analyzers, control systems, motor starters, variable frequency drives (VFDs), soft starters, pumps, motors, valves, standby power generators and water treatment equipment.
- Prioritizes and establishes schedules and methods for capital improvement, routine preventative, and corrective action maintenance projects; estimates time and material requirements; monitors and controls supplies and equipment; prepares documents for equipment procurement; participates in the bid process for projects.
- Coordinates with engineering staff on new development projects; provides estimates and conducts site visits with engineers and/or project developers; recommends current and future utility service needs; reviews and interprets applicable code requirements, permitting, and specifications.
- Ensures that assigned operations comply with applicable laws, regulations, policies, procedures, and standards.
- Prepares reports and other written materials; supervises the establishment and maintenance of working and official files; ensures the proper documentation of operations and activities.
- Supervises and ensures the safe operation, maintenance, and security of tools, equipment, and vehicles; schedules service, repair, and replacement of tools, equipment, and vehicles.
